What the inspector wrote

On 6/19/23 Licensing Program Analyst (LPA) Monica Mathur conducted an unannounced Required Inspection at Merfat Gamal's Family Child Care Home. LPA met with Licensee, Merfat and explained the purpose of today\342\200\231s inspection. Present in the home were Licensee, her adult son and one (1) day care child (preschool age). Facility is in compliance with required ratios today. Days/hours of operation are Monday-Friday from 7:30am-5pm. INDOOR space was inspected. It is a single floor home. IN USE AREAS : Living/Dining, Kitchen, Licensee's bedroom on right side of hall, Bathroom in hallway OFF LIMIT AREAS : 2 Bedrooms (son & daughter's), attached Garage LPA observed sufficient materials, toys, and play equipment. All detergents, cleaning compounds, medications, and other similar items were inaccessible to children. Furniture and equipment were age appropriate and in good condition. There were no baby walkers, jumpers or bouncers observed during inspection. The home is sanitary, orderly and safe. There is screened fireplace and no stairs in the home. LPA observed a fully charged fire extinguisher that meets State Fire Marshal standards and working smoke/carbon monoxide detectors. There are 2 pet cats in the home. LPA reviewed a current Children Roster, Emergency Disaster Plan LIC610A. Last fire/disaster drill was completed in May 2023. All required postings were observed posted on a wall near kitchen. Licensee states she does not transport children. She provides snacks/meals and food storage area was observed to be sanitary. OUTDOOR space was inspected. Play equipment was observed in safe condition and free of hazards. The yard was fenced and there were no bodies of water observed. Licensee was reminded when children are present in front yard, 100% visual supervision is required. IN USE AREAS : Middle portion of backyard, Front Yard OFF LIMIT AREAS : Both side yards FILE REVIEW: Children, Licensee files were reviewed. Licensee\342\200\231s Mandated Reporter Training ( www.mandatedreporterca.com )and certifications for CPR/First Aid are current. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department . The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm Supervision of children was discussed, and Licensee understands that she must be present in the home during 80% of the operating hours and ensure children are supervised at all times. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the Safe Sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. In the areas that were evaluated, no regulatory violations were observed . Technical Violation was issued for Individual Sleep Plan LIC9227 and Licensee was reminded infants under 12 months require to have this form signed by parent and kept in file. Licensee was also provided information and assistance about use of infant sleep sacks. Waiver for each infant using sleep sack is required to be filed with Regional Office. Exit interview conducted and report was reviewed with the Licensee, Merfat Gamal. A NOTICE OF SITE VISIT WAS GIVEN AND MUST REMAIN POSTED FOR 30 DAYS.
