On 01/15/25 at 8:32 am Licensing Program Analysts (LPA) Mario Caro conducted an
Unannounced Annual Inspection
/
Case Management Inspection (to determine if the facility is ready for an increase of capacity)
at Gamal, Merfat Family Day Care Home. LPA met with Licensee, and explained the purpose of today\342\200\231s inspection. LPA was granted permission to enter the facility. Days and hours of operation are Monday - Friday from 7:30 am - 5:00 pm. Present in the home were Licensee, 1 fingerprint cleared adult, and 1 infant. LPA toured all ON-LIMIT areas of the home.
The home is a one story home which consist of Three bedrooms, one bathroom, a kitchen, dining room, living room, garage, front yard and backyard. The entrance to the day care is the front door of the house. The inside and outside of the home were observed to be neat, and clean with
sufficient materials, toys, and play equipment for the day care children in the home.
LPA observed Furniture and equipment, such as cribs, mats, feeding chairs, and tables were age appropriate and in good condition.
The home has central heating and ventilation for safety and comfort.
The ventilation is located on the ceiling of the home. All toxins, cleaning products, medications, and hazardous materials were observed to be in areas inaccessible to children.
There were no baby walkers, exersaucers, jumpers or bouncers observed on the premises during today\342\200\231s inspection. There is a screened locked fireplace in the living room. LPA observed a fully charged fire extinguisher 2A-10-BC that meets State Fire Marshal standards and working smoke/carbon monoxide detectors. There are two small cats in the home. LPA reviewed a current Children Roster, and Emergency Disaster Plan LIC610A. Last fire/disaster drill was completed 09-30-24. Licensee provides snacks and cooks for the children. Food storage areas were observed to be sanitary. The Licensee states that she does not have any weapons or firearms in the home. Licensee states that she does not transport children.

Are the Living/Dining rooms, Kitchen, master bedroom first door on the right side of the hall, bedroom in the back right corner of the hall, bedroom in the back left corner of the hall, Bathroom in the hallway first door on the left, Backyard, and front yard. 100% supervision is required for the front yard.

FILE REVIEW: Childrens, and Licensee files were reviewed. Licensee Mandated Reporter exp: 06-06-26 CPR exp: 11/2026
Supervision of children was discussed with the Licensee and she understands that she must be present in the home during 80% of the operating hours of the day care and ensure that the children are supervised at all times.
Incidental Medical Services (IMS) policy was discussed. For IMS information see

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
On 01/15/25 , the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

The purpose of todays visit was to conduct an annual inspection and increase the capacity of the facility. While at the facility Licensee requested to add two previously off limit bedrooms to her on-limit areas. LPA inspected the bedrooms and allowed it to be used as of today's date.
On 11/14/2024 a fire clearance was granted to this facility by the Oakland fire department. All documents have been received for the increase of capacity application. The licensee was reminded that an assistant is needed with a large family child care home license, and whenever an assistant is not present, the licensee will comply with the capacity requirements for a small child care facility home.
As of todays date 01-15-2025 this facility is approved to operate as a large family child care home.

Exit interview conducted and report was reviewed with the Licensee. During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility.
A Notice of Site Visit was given to Licensee, Merfat Gamal and must remain posted for 30 days.
