What the inspector wrote

On 09/04/2025, Licensing Program Analysts (LPA) Lorraine Dacanay Breaux, met with licensee Maria Rubio for an UNANNOUNCED ANNUAL INSPECTION . Present for the inspection were eight (8) toddler age children, one (1) infant child in care and fingerprint cleared assistant. Upon arrival, LPA provided licensee a copy of the Entrance Checklist (LIC 126). The home was toured to conduct a Health and Safety Inspection. The facility currently operates Monday - Friday 7:30 AM - 5:30 PM. The facility is a single story home consisting of 2 bedrooms (one was a add one room/bedroom/utility room located in the front) and 1 bathroom (hallway), living room and dining combo area, kitchen, and backyard. The home has heating and ventilation for safety and comfort. The off-limits areas will be made inaccessible by closed and/or locked doors, safety gates and visual supervision. INDOOR IN USE AREAS : Entry area near kitchen, Play room, Living/Dining, 1 bedroom (middle room down the hallway), large Bedroom (new playroom added room), and Kitchen. INDOOR OFF LIMITS: 1 bedroom (master), Renters' residences (two separate in-law units in the rear), Detached garage, 3 outdoor storage sheds (locked). OUTDOOR AREAS: Children use the far end backyard for outdoor activity. They walk through the pathway between the renter's unit on left and detached garage on right side; through the gate, into the play yard. The yard is fenced on all sides. No bodies of water were observed. 3 Storage sheds are locked. There are no pools/hot tubs and/or body of water. Licensee confirmed there are no pools and/or bodies of water at the home. All detergents, cleaning compounds, medications, and other similar items are inaccessible to children in care. Furniture and equipment, such as cribs, mats, feeding chairs, and tables were age appropriate and in good condition. There were no baby walkers, jumpers or bouncers observed on the premises. LPA observed a fully charged fire extinguisher located in the kitchen 2A40BC and working smoke / carbon monoxide detectors (tested and functioning). All required postings were observed posted for publi viewing. Per licensee does not provide transportation or over night care. Page 1 of 3 ***Continued on LIC 809C*** The licensee completed the Health and Safety training, CPR/First Aid certification is current. The licensee is in compliance with the immunization laws and has completed the mandated reporter training. Licensee is reminded of their responsibility to renew CPR/First Aid and Mandated Reporter certificates every two years. The licensee conducts and documents fire and disaster drills twice a year and the last conducted drill was on 07/01/2025. Records: LPA reviewed three (3) children\342\200\231s files and personnel records. Individual Infant Safe Sleep Plans are complete and in child's file. Sleep Charts for sleeping infants were reviewed. There is a current roster available for review. Criminal Record Clearance: Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. MyChildCarePlan.org: Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Megan\342\200\231s Law: During the exit interview, the licensee, Maria Rubio confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Page 2 of 3 ***Continued on LIC 809C*** Safe Sleep: LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Per licensee does not administer medication at this time. Incidental Medical Services (IMS): Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Unusual Incident/Student Injury Report: Effective August 1, 2003 California Law requires Child Care Licensees to report unusual incidents or injuries to children in care to child\342\200\231s parents and to the Department of Social Services using the Unusual Incident/Injury Form (LIC 624). Incidents must be reported within 24 hours to the regional office by phone and the written report, LIC 624, within 7 business days. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
