What the inspector wrote

On 02/26/2026 at 9:30 AM, Licensing Program Analysts (LPAs) Mone Flores and Kareeca "Reeca" Sykes met with the Licensees Lisa and James Finnie for an Unannounced Annual/Random Inspection . Present during the inspection were the licensees, Lisa and James Finnie. There were no children present during the visit. The Licensees stated they have four children enrolled, three are school age and one is preschool age. Residing in the home are the two licensees, who are fingerprint cleared and one minor child. The Licensees' home was toured for a health and safety inspection. The facility operates 8:30 AM – 5PM Monday - Friday. The home is a one-story home that consists of four (4) bedrooms, two (2) bathrooms, living room, kitchen, family room, dining room, garage, and backyard. The entrance to the day care is the front door. The inside and outside of the home were observed to be neat, clean with age-appropriate materials and toys for the children. Toxins, medications, and hazardous materials were observed to be located in inaccessible areas during today’s inspection. LPAs observed the following precautions: accessible cabinets and drawers in the kitchen have safety latches and the wood burning fireplace is blocked off and made inaccessible to children in care. Licensees stated there are no firearms or pets in the home. LPAs did not observe a body of water in or around home. ON LIMITS AREA: The living room, family room, bedroom 4, and bedroom 2, which are the main areas of the day care, bathroom 1, the kitchen, dining room, and the fenced backyard. OFF LIMITS AREA: Bedroom 1 (Master Bedroom) , Bedroom 3, bathroom 2, and the garage. The yard is fully fenced and has an AC unit inaccessible by safety gate. Continued on Page 2 Page 2 ISOLATION AREA: The left corner of the living room, away from other children in care. OUTSIDE PLAY AREA: fully fenced backyard. Licensees' stated they take the children on field trips often with written consent from the parents. The home has a fully charged 2A10BC fire extinguisher, a working dual smoke/carbon monoxide detector in the hallway, a working telephone, and all required forms are posted. The licensee conducts and documents fire and disaster drills twice a year with the last one conducted on 02/11/26. Licensee Lisa Finnie's CPR and First Aid certificate is current and expires on 2/10/28. Licensee James Finnie's CPR and First Aid certificate is current and expires on 1/17/28 . The Licensees were reminded of the responsibility as a mandated reporter and have provided proof of the required training for all people caring for children which were both conducted on 9/18/25 and expires on 9/18/27 . LPAs reviewed four children’s files at 11:00 AM and obtained a current facility roster. The licensees are in compliance with the immunization law. Facility does provide transportation for children and the licensees understand that children cannot be left alone, unattended in parked vehicles. Licensees were reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Continued on Page 3 Page 3 Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22- 02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensees were informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensees Lisa and James Finnie, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. No deficiencies were cited during today's inspection. A notice of site visit was given and must remain posted for 30 days. Exit interview was conducted and report was reviewed with the Licensees, Lisa and James Finnie. Report was given to the Licensees.
