What the inspector wrote

On January 21, 2026 at 9:00am, Licensing Program Analyst (LPA) Julia Placencia arrived at the facility unannounced to conduct a Required-3 Year Inspection. LPA met with licensee Susan Bonin. Also residing in the home is the licensee\342\200\231s husband Michel Bonin. The facility operates out of an Additional Dwelling Unit (ADU) behind the licensee's home. Entry to the facility is through the gate at left side of house. Hours of operation for child care are Monday through Thursday, morning session is from 8:15am to 11:15am, and an afternoon session from 11:45am to 2:45pm. Fridays are morning sessions only. The following was observed during today\342\200\231s inspection: Capacity/Staffing : The facility operates as a Family Child Care Home (large), which may have a maximum capacity of twelve (12) to fourteen (14) children. At time of inspection, there were thirteen (13) children in care (ten preschoolers and two school-age), and the licensee's daughter-in-law with her 1 year old infant. The facility is in compliance with ratio and capacity limitations. ON Limit areas (accessible to children in care) : ADU and Backyard Play Area. The ADU is set up as a Montessori School with ample age appropriate toys/activities observed to be safe and in good condition and includes a kitchen. LPA observed the facility to be clean and in good repair, with heating and ventilation for safety and comfort. The backyard play area includes a playhouse, seesaw, balance beam, deck and grassy area with garden. There is a fence surrounding the perimeter of the yard. LPA did not observe any dangerous conditions, nor any hazardous or toxic items accessible to children in the ON Limit areas of the facility today. ***Continued on LIC809-C... OFF Limit areas (not accessible to children in care): Entire Main House, Swimming Pool Area, Right Side Yard including the Locked Storage Units and Garage. OFF Limit areas are inaccessible by closed and/or locked doors and visual supervision. Licensee is advised to contact Licensing so that an inspection can be completed prior to changing an OFF Limit area to ON Limit. AB 2866 Swimming Pool Safety requires specific drowning prevention safety features. LPA observed in addition to fencing requirements, licensee has purchased a life ring approved by the United States Coast guard and a rescue pole with a fixed length of at least 12 feet, both of which are visible from the swimming pool. Licensee has also installed a safety pool cover that meets the performance standards of ASTM International Standard F1346-23. Per licensee, she will use a pool alarm during the months the pool is in use. LPA observed licensee is maintaining a log that documents daily safety inspections are being completed before opening the facility. Emergency Preparedness/Safety: Facility has a fully charged 2A10BC fire extinguisher. Combination smoke and carbon monoxide detector unit was tested and found to be functioning. First aid supplies are available. A fire/disaster drill was last conducted on 1/15/26 and meets the six month requirement. Facility has phone service. Per licensee, firearms are locked in an OFF-Limit area and ammunition is locked separately. Emergency Disaster Plan is current (8/7/24). Staff Records Review: Licensee and all adults living and/or working in the home have proper criminal background and TB clearances. Licensee has current CPR/First Aid training, which expires on 3/22/26. Licensee\342\200\231s mandated reporter training expires 3/10/26, and helper\342\200\231s is also current. Licensee and staff are in compliance with immunization law. Children\342\200\231s Records Review : All required licensing documents were observed. Facility has Liability Insurance. A facility roster is maintained. Licensing Postings: Facility license, Notification of Parents\342\200\231 Rights, Emergency Disaster Plan. ***Continued on LIC809-C... Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP . When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. ***Continued on LIC809-C... During the exit interview, licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. There were no deficiencies cited during today\342\200\231s inspection. A notice of site visit was given and must remain posted for 30 days.
