What the inspector wrote

On 05/02/2024 at 2:00 PM, Licensing Program Analyst (LPA) Christina Watts conducted an unannounced annual inspection for Janeene Bellot's large family child care home. LPA met with licensee and guided analyst on a tour of the facility. During today's inspection, there were 14 children in care (1 infant, 11 preschoolers and 2 school age children) and 14 children enrolled. Also present during inspection is licensee's assistant. Licensee lives alone in the home. Licensee has Criminal Record Clearance. Facility hours of operations are Monday - Friday 7:00 AM - 6:00 PM. This is a two story home which consists of 5 bedrooms, 3 bathrooms, kitchen, dining room, living room, family room, laundry room, attached garage, backyard with a hot tub. The children on limits areas: Family room, 1st floor bedroom, 1st floor hall bathroom and right side of the backyard . Licensee will be utilizing the family room as the main room for her day care area. Areas off limits include: Entire second floor which includes 4 bedrooms and 2 bathrooms, downstairs laundry room, center of backyard and attached garage. The LPA toured all areas used by children during this visit. Areas accessible to children were inspected to ensure that they are clean and orderly with ventilation and central heating system for safety and comfort. There were safe toys, play equipment and materials observed for children. There are stairs in the home that are made inaccessible for children in care. There is a working telephone in the home. Detergents, poisons, cleaning compounds, medications, and other items which can pose a danger to children are made inaccessible in the home. Per licensee, there are no weapons or firearms in the home. Licensee has an up to code 2A10BC fire extinguisher and working smoke/carbon monoxide detector on the premises. LPA observed a screened fireplace in the family room. LPA observed Fire/Earthquake Drill and log stated last drill was conducted in June 2023. Licensee stated they will conduct Fire Drill and submit log to licensing. Licensee stated they do not have any pets in the home. *CON'T ON PAGE 2* *PAGE 2* LPA observed 7 children napping in the garage and all 14 children being care and supervised in the garage, which is an off limits area. Licensee stated they have been working on making the garage an on limits area for children in care. Licensee stated she will get permitted and submit the proper documentation to place garage on limits. LPA inspected the right side of the backyard and observed a fully fenced and safe backyard for children. LPA also observed age appropriate toys for children to play with. LPA observed a hot tub with a cover in the center of the backyard, which is inaccessible to children in care. LPA did not observe any other bodies of water. Facility does not provide transportation for children, but licensee understands that children cannot be left alone, unattended in parked vehicles. LPA reminded licensee when outside of facility, 100% supervision of children in care is required. Children’s records were reviewed to ensure that each child has an Identification and Emergency form. Licensee is required to have parents complete forms and file in children's folder. Licensee stated she completed the CPR Pediatric First Aid certificate however stated that she has not received her certificate. Licensee provided a receipt that shows a price and information of CPR Pediatric First Aid course. Licensee stated she will contact the agency to receive certificate. Required postings were observed in the home. LPA reminded licensee day care needs to be operated within the limitations and capacity of a Large Family Child Care Home with regards to ratios and that Licensee has to be present in the day care for 80% of the operation hours. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. *CON'T ON PAGE 3* *PAGE 3* Incidental Medical Services (IMS) policy was discussed. On or before March 30, 2018, any person who works in a child care facility shall complete Mandated Reporter training and renew the training every 2 years. Website provided: https://www.mandatedreporterca.com/training/child-care-providers . Licensee has provided Mandated Reporter certificate and the certificate will expire 05/2023. Licensee stated they will complete Mandated Reporter training this weekend. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEE Janeene Bellot, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 consecutive days.
