What the inspector wrote
On 3/4/2026 at 9:30 AM Licensing Program Analysts (LPAs) Mone Flores and Kareeca "Reeca" Sykes conducted an
Unannounced Case Management / Licensee Initiated Inspection
for a change of capacity at Ki-Shawna Moore-Mitchell's Family Childcare Home. LPAs met with the Licensee, Ki-shawna Moore-Mitchell, and explained the purpose of today's inspection. Three pre-school aged children and one infant were present during the inspection today with the licensee and one assistant, who is fingerprint cleared. Licensee stated there are seven children enrolled. Residing in the home are the licensee, the licensee's spouse, who are both fingerprint cleared and licensee's two minor children. Licensee\342\200\231s home was toured for a health and safety inspection. The facility operates Monday - Friday, 7 AM- 5 PM.
The home is a two-story home that consists of four (4) bedrooms, three (3) bathrooms, kitchen, dining room, living room, garage, and backyard. The entrance to the day care is the front door. The inside and outside of the home were observed to be neat, clean with age-appropriate materials and toys for the children. Toxins, medications, and hazardous materials were observed to be located in inaccessible areas during today\342\200\231s inspection. LPAs observed the following precautions: accessible cabinets and drawers in the kitchen have safety latches and the electric fireplace is blocked off and made inaccessible to children in care. Stairs are blocked off by a safety gate and made inaccessible to children in care. Licensee stated there are no firearms in the home and one pet (large dog) in the home. LPAs did not observe a body of water in or around home.
ON LIMITS AREA:
living room, dining room, downstairs bathroom (1), and backyard, not including the right and left side of the home which are blocked off by safety gates.
OFF LIMITS AREA:
garage and the entire second floor (bedroom 1, bedroom 2, bedroom 3, bedroom 4, bathroom 2, and bathroom 3) which has safety gates and has been made inaccessible to children in care.

The home has a fully charged 2A10BC fire extinguisher, a working dual smoke/carbon monoxide detector in the hallway, a working telephone, and all required forms are posted. The licensee conducts and documents fire and disaster drills twice a year with the last one conducted on

is current and expires on

The Licensee was reminded of the responsibility as a
mandated reporter
and has provided proof of the required training for all people caring for children which was conducted on
04/05/2025 and expires on 04/05/2027
. LPAs obtained a current facility roster, Licensee\342\200\231s mandated reporter training, pediatric CPR and first aid, immunization against influenza, pertussis and measles. The licensee is in compliance with the immunization law.
As of 02/26/2026 Contra Costa County Fire department has granted clearance for fire inspection with limitations of the second story of the home and the garage being off limits to children in care.
Facility does not provide transportation for children and the licensee understands that children cannot be left alone, unattended in parked vehicles.
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at

as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22- 02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
During the exit interview, the Licensee Ki-shawna Moore-Mitchell, confirmed that there are no Registered Sex Offenders living in the facility and LPAs completed the RSO profile in FAS.
LPAs discussed and reminded Licensee that a day care needs to be operated within the limitations and capacity of a Large Family Child Care Home with regards to ratios and that Licensee has to be present in the day care for 80% of the operation hours. All documents have been reviewed for the increase of capacity application. The Licensee was reminded that an assistant is needed with a large family child care home license, and whenever an assistant is not present, the licensee will comply with the capacity requirements for a small family child care home.
