Inspector’s narrative

What the inspector wrote

On June 4, 2025 Licensing Program Analyst (LPA) Indira Loza met with Licensee Gabriela Cuellar for a Licensee Initiated Case Management visit for a capacity increase. Present during today's inspection are the licensee, 5 preschoolers, and her Assistant/sister Karen Cuellar, and the licensee's minor child. LPA toured the daycare areas for a health and safety check. LPA observed a working combined carbon monoxide and smoke detector. The licensee has a current Mandated Reporter certificate (expires 9/2025) and a current CPR certificate (expires 9/2025). LPA observed a fully charged 3A40BC fire extinguisher on the wall across from the stairs. Fire Marshall Dante Wiley and Inspector Alexis Reed from the City of Richmond Fire Department granted a fire clearance on May 15, 2025. The licensee also requested to place the backyard on limits. LPA inspected the backyard and found the wooden fence to be in disrepair. LPA requested a photo of the repaired fence in order for the backyard to be placed on limits. The on limit areas are: the living room, kitchen, downstairs bathroom, and fully fenced in front yard. A capacity increase for a large family daycare is being approved effective today, June 4, 2025. Exit interview conducted. Report provided to licensee Gabriela Cuellar. Notice of Site Visit provided and must remain posted for 30 days.
