What the inspector wrote
On 4/11/24 Licensing Program Analyst (LPA) Monica Mathur conducted an announced Pre-licensing Inspection at Pratima Sonavne's home and met with Applicant, Pratima who has applied for a Small Family Child Care Home with a capacity of eight (8). Days and hours of operation will be Monday \342\200\223 Friday from 8 am - 6 pm. Persons living in the home are Applicant, her spouse and two minor children under 18. All adults have Criminal Record and Child Abuse Index Clearance and documentation for Tuberculosis (TB) clearance. Applicant completed 8-hour Preventative Health & Safety, Nutrition & Lead Poisoning training, 8-hour Pediatric CPR & First Aid (exp 12/28/25 ), Mandated Reporter training (exp 4/10/26), has documentation for Measles, Pertussis, Influenza opt out statement for the current flu season. Applicant plans to obtain daycare liability insurance.
INDOOR SPACE:
The property includes the Main House (2 levels) and an Additional Dwelling Unit (ADU) in the backyard.
MAIN HOUSE: completely off limits

ADU (for daycare use):

Applicant plans to exclusively use the ADU for daycare operations and not the main house. She confirmed the unit belongs to the same postal address and parcel; and was constructed with approved city permits and requirements. Children will enter daycare through the driveway side gate. It is sanitary and orderly, with heating and ventilation for safety and comfort. There are no stairs, wall heaters or fireplace in the ADU. LPA observed fully charged 2A10BC fire extinguisher, working dual smoke, carbon monoxide detector. Medicines, cleaning products, sharp objects are stored inaccessible to children in cabinets with latches and locks. Access to off limit area is locked or gated. LPA reminded that smoking, baby walkers, bouncers, johnny jumpers, saucer chairs and similar items are not allowed in family childcare homes. Applicant states there are no arms and ammunition stored in the home.

OUTDOOR
: Children will use main backyard space between the main house and ADU. There are two outdoor sitting patios, a Fire Pit, two Bird Baths (both is off limit areas), two Water Fountain features (both located in on-limit areas). The back gate of the yard opens into a flowing natural water creek. The gate is locked and yard is fenced on all sides. Storage shed is locked. Applicant was informed the water features in the yard that are located in the on-limit areas require to be made inaccessible to children or made safe such that water does not accumulate in it and pose a danger to health and safety of children in care. Back gate to water creek must remain locked at all times and ensure children don't have access to the water body. Fire Pit is covered with a large plastic tarp and tied at ends. Two tall heater lamps are safe, heated portion is at a height inaccessible to children. There is a outdoor kitchen island with a gas stove. Applicant states and LPA observed it does not hold a propane tank in the under cabinet.

The Applicant provided proof of control of property.
Discipline policy was discussed, and Applicant states she will talk to the children as form of discipline. She understands that children's personal rights should not be violated and no corporal punishment. Isolation of sick children, supervision of children, capacity options, transportation of children, requirements for reporting suspected child abuse, unusual incidents/injuries and requirements for assistant/substitute were also discussed. Fire drills must be practiced once every six months and documented.
LPA discussed and reminded Applicant daycare needs to be operated within the limitations and capacity of a Small Family Child Care Home with regards to ratios and that Licensee has to be present in the day care for 80% of the operation hours. Applicant was reminded she has to be present in the ADU at all times, and cannot leave children alone in ADU.

LPA reviewed with Applicant the LIC 311D, Forms/Records to Keep in Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the Applicant.
Applicant was reminded that they must notify CCLD before adding an off-limit area to day care use and when there are structural changes / construction activity planned at the home. A follow-up inspection may be scheduled after completion of work.

LPA discussed the
Safe Sleep Regulations
with Applicant, and discussed the Child Care Licensing Safe Sleep web page at

as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption,
prior to initial presence
in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

On 2/9/24 the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

The following items to be completed prior to issue of license
NO LATER THAN 5/11/24:
1. Large Water Fountain - be made inaccessible or without possibility of water accumulating in it.
2. Updated Emergency Disaster Plan LIC610A
Subject to final approval by CCLD Management, the family home is recommended for Small Family Childcare Home license. Exit interview conducted and report was reviewed with the Applicant, Pratima Sonavne.
