What the inspector wrote

Centralized Application Bureau (CAB) Licensing Program Analyst (LPA) M. Domantay and Nyeesha Blount met with Applicant LauRiece Mills for the purpose of a pre-licensing inspection. Applicant requests a single licensed child care center for a infant program ages 0 months to 24 months (capacity 8), toddler program ages 18 months to 36 months (capacity 6), and preschooler program ages two years to first grade entry (capacity 6) license to serve a total of 20 children. The program will operate Monday through Friday from 7:00 a.m. to 5:30 p.m. The fire clearance was granted and received on 5/29/2024 from the El Cerrito Fire Department with occupancy code I-4. The facility will provide 2 snacks and lunch will be provided by families from home. LPAs reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. INDOOR ACTIVITY SPACE: There are 1 indoor area for the infant program, 1 area for the toddler program, and 1 area for the preschool program, LPAs observed a sufficient amount of equipment, toys, tables, chairs, cubbies, and napping mats. Applicant plans to care for 8 crib aged infants. LPAs observed 3 sufficient cribs and 5 pack and plays. LPAs notified Applicant pack and plays cannot be used for infants. Per Applicant, she will purchase sufficient cribs and will remove pack and plays from facility. Applicant will send photo once new sufficient cribs are placed in the crib room. There is a first aid kit on the wall by the front entrance of the facility. Medications will be stored in the kitchen area in a cabinet. LPAs observed cleaning disinfectants are appropriately stored and inaccessible to children. Applicant stated there are no poisons or firearms on the premises. LPAs observed a functional carbon monoxide detector in the infant classroom. LPAs observed a electronic sign-in/sign-out system. Page 1 LPA measured all classrooms/areas for each program. The total classroom space for the infant classroom contains a total of 285.75 square feet, which will accommodate Applicant's request for 8 infant children. The total classroom space for the toddler classroom contains a total of 339.88 square feet, which will accommodate Applicant's request for 6 toddler children. The total classroom space for the preschool classroom contains a total of 209.44 square feet, which will not accommodate Applicant's request for 6 preschool children. There is 1 toilet and 1 sink for the children, and a separate private restroom for the staff is located by the preschool classroom. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in the hall on the couch between the preschool and toddler classroom and will use the staff restroom, if necessary. OUTDOOR ACTIVITY SPACE: LPA measured all outdoor areas for each program. The outdoor play area is fenced with a wooden fence that is at least four feet tall. LPAs notified Applicant additional equipment and toys is needed for outdoor play. Per Applicant, she will purchase more equipment and send photos of equipment in the play yard. There is no play structure present in the outdoor play yard area. There are no bodies of water on the premises. There is sufficient shading provided by canopies for the toddler/preschool play area. LPAs notified Applicant shading must be installed in the infant play area. The total outdoor space for the infant classroom contains a total of 594.73 square feet, which will not accommodate Applicant's request for 8 infant children. The total outdoor space for the toddler and preschool program contains a total of 1216.67 square feet, which will accommodate Applicant's request for 6 children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). LPAs notified Applicant will need to submit a request for a waiver for the outdoor play area to accommodate the maximum capacity of 7 infant children outdoors at any given time with a set schedule in place and a request for a waiver for the Toddler/Preschool outdoor play area to be shared between the two programs with a set schedule in place. Page 2 LPA discussed the following: 100% supervision is required at all times, including in the bathroom; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. Licensing Program Manager (LPM) final file review. 2. Waiver Request for Toddler and Preschool Outdoor Play Area to be shared with a rotation schedule in place . 3. Waiver Request for insufficient space for the Infant outdoor play yard with a rotation schedule in place. 4. Outdoor Shading for Infant area must be installed. 5. Applicant must remove pack and plays and replace with sufficient cribs. 6. Applicant must install barrier around the infant outdoor play yard to separate infant space from Toddler/Preschool outdoor area. Page 4
