On August 20, 2025 at 12:10pm, Licensing Program Analyst (LPA) Julia Placencia arrived unannounced for an Annual/Random inspection. LPA met with Director Tamara Springer. There were 24 children and an additional six staff members present during the inspection. The center consists of Building A (one classroom), Building B (three classrooms), Building C (one classroom) and Building D (one classroom), as well as four outdoor play yards. The facility was toured for a health and safety inspection. The hours of operation are Monday through Friday, 7:00am to 5:00pm. Physical Plant: Disinfectants, cleaning solutions, poisons and other items that are dangerous to children were inaccessible during the visit. The toilets and sinks were safe, sanitary and in operable condition. Furniture and equipment are in good condition, and floors are free of tripping hazards. The kitchen/food preparation and storage areas appear to be clean and free of evidence of rodents, and food is protected against contamination. All storage containers for solid waste have tight-fitting covers that are in good repair. Drinking water is available both indoors and outdoors by way of water bottles. Children bring their own lunches, however, snacks are provided and menus are posted for parents to view. Medications are inaccessible to children. Outdoor Activity Space: Outdoor activity space and playground equipment were observed to be safe and free of hazards. Climbing equipment is properly anchored to the ground with adequate and appropriate cushioning material to absorb falls. There are shaded areas provided for the children. There are no pools or similar bodies of water at this facility. ***Continued on LIC809-C... Ratio/Capacity: The facility is operating within its licensed capacity. The facility is within ratio today with one teacher supervising no more than 12 children. LPA did not observe any child left without visual supervision or unattended during the inspection. Records: A sample of children records were reviewed contained required licensing documents. Files of staff present today were also reviewed. Teachers meet the qualification requirements. Staff have current mandated reporter training and proof of immunizations. Fire/Disaster Drills are conducted at least every six months, and a review of the log shows the last drill was conducted 7/10/25. LPA verified both opening and closing staff have current CPR/First aid training. The center is in compliance with the sign in and out procedure. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. The following deficiencies were observed during today\342\200\231s inspection: Staff S4 does not have proof of a health screening (LIC 503) on file. See LIC809D for deficiencies cited during today's inspection. Failure to correct will result in a $100 per day civil penalty until corrected. Repeat violations are $250 per violation and $100 per day until corrected. A notice of site visit was given and must remain posted for 30 days.
