What the inspector wrote

On Thursday, January 30, 2025 Centralized Application Bureau (CAB) Licensing Program Analyst (LPA) M. Domantay met with Director Rachel Hendrix for the purpose of a pre-licensing inspection. Applicant requests a single license and adding a Toddler Program to the existing Preschool and infant licenses to serve 53 Preschool children from ages 2 years to first grade entry, 8 toddlers ages 18-36 months, and 16 infants ages birth to 24 months. The program will operate Monday through Friday 7:30a.m to 5:30p.m. The fire clearance was granted and approved on 9/20/2024 from the El Cerrito Fire Department. An updated fire clearance is needed with updated capacity for each program of 53 preschoolers, 8 toddlers, and 16 infants. The facility provides food for children. LPA reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. LPA informed Rachel that the facility will be converted to a single child care center license under facility number 073409614, therefore LPA will be closing the current preschool facility number 073408904 and current infant license facility number 073408960. INDOOR ACTIVITY SPACE: There is 1 Toddler indoor area: Classroom #3 (Honey bees classroom). LPA observed sufficient amount of equipment, toys, tables, cots and chairs during today's inspection. LPA observed a changing table that is in hands reach of a sink in the toddler classroom. LPA observed a first aid kit available in Toddler classroom and per Director there is one present in the Director's office. Medications will be stored in Director's office in a lockbox on a high shelf. LPA observed cleaning disinfectants are appropriately stored and inaccessible to children. Applicant stated there are no poisons or firearms on the premises. LPA observed a carbon monoxide detector in the facility in Infant Classroom #2 (Firefly classroom). Per Director facility will utilize electronic sign-in/sign-out system. Page 1 OUTDOOR ACTIVITY SPACE: There is 1 toddler outdoor area at the facility. Applicant and Director are requesting for the toddlers to share the infant outdoor play yard. The outdoor play area is fenced with wooden fencing that is at least four feet tall. There is a play structure in the infant/toddler play yard. LPA did not observe a manufacturer sticker on the play structure. LPA reminded Director that manufacturer guidelines for the play structure should be followed. LPA advised Director to have a play structure inspector to come inspect the play structure to determine age range. Per Director younger infants do not utilize the play structure. Play yard has mats as cushioning to cushion a child's fall. LPA observed a sufficient amount of equipment and toys. There are no bodies of water on the premises. LPA reminded Director to ensure to empty all water tables when not in use. There is sufficient shading areas provided by canopies in the infant/toddler play yard. All outdoor measurements remain the same for the infant play yard from previous inspection. The total infant/toddler outdoor space contains a total of 569.40 square feet, which will not accommodate Applicant's request for 16 infants and 8 Toddler children. LPA notified Director must submit a waiver request for Toddler children to share the yard with the infant program with a set rotation schedule in place and for insufficient outdoor space in the infant/toddler yard for both infant and toddler programs, maximum 7 children in the infant/toddler play yard at any given time. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days. Page 2 LPA discussed the following: 100% supervision is required at all times, including in the bathroom; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. Exit interview conducted and report was reviewed with the Director, Rachel Hendrix. The following items are required before a license will be issued: 1. Regional Manager (RM) final file review. 2. Applicant must submit a waiver request for Toddler children to share the yard with infant program with a set rotation schedule in place and for insufficient outdoor space in the infant/toddler yard for both infant and toddler programs, maximum 7 children in the infant/toddler play yard at any given time.
