What the inspector wrote

On Wednesday, December 18, 2024, Centralized Application Bureau (CAB) Licensing Program Analysts (LPAs) M. Domantay and Brindha Govindasamy met with Applicant Representative, Natasha Aguilar and conducted a full tour of the facility indoors and outdoors for the purpose of a pre-licensing inspection for a change of ownership. Applicant requests a single licensed child care center for a preschool program ages two years to first grade entry (capacity 120) and school age program (capacity 42), license to serve a total of 162 children. The program will operate Monday through Friday from 7:00 a.m. to 6:00 p.m. The fire clearance was granted and approved on 10/15/2024 from the Contra Costa County Fire Protection District. The facility provides food and food is also provided from home by families. LPAs reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. INDOOR ACTIVITY SPACE: There are 5 preschool areas: Classroom 1, Classroom 2, Classroom 4, Classroom 5, and Classroom 6. There is 1 school age indoor area: Classroom 3. LPAs observed sufficient amount of equipment, toys, tables, chairs, and mats during today's inspection. LPAs observed a first aid kit available in each classroom, located on the wall. Medications will be stored in the first aid kits and locked cabinet in the front office area. LPAs observed cleaning disinfectants are appropriately stored and inaccessible to children. Natasha stated there are no poisons or firearms on the premises. LPAs observed a combination carbon monoxide detector throughout the facility. Per Natasha facility will utilize electronic sign-in/sign-out system. LPAs completed measurements during today's inspection. The total preschool classroom space contains a total of 4929.37 square feet, which will accommodate Applicant's request for 120 preschool children. The total school age classroom space contains a total of 812.02 square feet, which will not accommodate Applicant's request for 42 school age children. Page 1 There are 13 toilets and 13 sinks for the children, and a separate private restroom for the staff is located in the the facility. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in the main office and will use the staff restroom, if necessary. LPAs observed fire place in the preschool classroom #6 that was blocked by a storage shelve and per Natasha fire place is not working. LPAs notified Natasha must add an insulation thermal shield/barrier to ensure current metal barrier for wall heater/heat is inaccessible to children and must send photos to LPAs. OUTDOOR ACTIVITY SPACE: There are 2 preschool outdoor areas and 1 school age noutdoor areas. The outdoor play areas are fenced with a metal chain linked fencing and steel/metal fencing that is at least four feet tall. There are multiple play structures in the preschool play yards. LPAs did not observe a manufacturer sticker on the preschool play structures. LPAs reminded Natasha to follow manufacturer guidelines. Play structures are surrounded by ravel as cushioning to cushion a child's fall. LPAs observed turf in the preschool play yards. LPAs observed a sufficient amount of equipment and toys. LPAs observed a sandbox in the preschool play yard that was observed to be free of debris and maintained. There are no bodies of water on the premises. LPAs reminded Natasha to ensure to empty all water tables when not in use. There is sufficient shading areas provided by sunshade canopies, wooden awning, and trees in the preschool play yards and wooden awning in the school age play yard. LPAs completed outdoor measurements during today's inspection. The Preschool outdoor play area contains a total of 6867.36 square feet, which will not accommodate Applicant's request for 120 preschool children. The school age outdoor play area contains a total of 2889.29 square feet, which will accommodate Applicant's request for 42 school age children Individual measurements are recorded on the Capacity Worksheet (LIC 9024). LPAs notified Natasha that a request for a waiver is needed for the outdoor preschool play yards to accommodate the maximum capacity of 91 preschool outdoors at any given time with a set schedule in place. Page 2 LPA discussed the following: 100% supervision is required at all times, including in the bathroom; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. A request for a waiver is needed for the outdoor preschool play yard to accommodate the maximum capacity of 91 preschool children outdoors at any given time with a set schedule in place. 3. Updated fire clearance for 120 preschoolers and 23 school age children a total of 143 children to be received from the fire department. 4. Applicant must add an insulation thermal shield/barrier to ensure current metal barrier for wall heater/heat is inaccessible to children and send photos to LPAs. Page 4
