What the inspector wrote
On Wednesday, February 26, 2025 Centralized Application Bureau (CAB) Licensing Program Analysts (LPAs) M. Domantay and Dana Santiago met with Applicant Renata Nagy for the purpose of a pre-licensing inspection. Applicant requests a single license for a toddler program (12 capacity) ages 18-36 months and preschool program (24 capacity), ages two years to first grade entry, to serve a total of 36 children. The program will operate Monday through Friday from 7:30 a.m. to 5:30 p.m. The fire clearance was granted and approved on 12/20/2024 from the Moraga-Orinda Fire District. The facility will provide breakfast, snack for children and lunch will be provided from home by families.
LPA reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted.
INDOOR ACTIVITY SPACE:
There are 3 toddler indoor areas: classroom 1 and classroom 2 (bigger classroom), and the toddler activity hall space. There are 2 preschool areas: Classroom 3 and 4. LPAs observed sufficient amount of equipment, furniture, toys, tables, chairs, and mats during today's inspection. LPAs observed a barrier in the hall separating the toddler activity hall space from the church hall entrance area. LPAs observed changing tables are in hands reach of a sink in the preschool bathroom and toddler bathroom. LPAs observed a first aid kit available in preschool and toddler classrooms in the cabinet and there is a first aid kit available in the toddler play yard. Medications will be stored in each programs classroom in the high cabinet, inaccessible to children. LPAs observed cleaning disinfectants are appropriately stored and inaccessible to children. Applicant stated there are no poisons or firearms on the premises. LPAs observed a combination carbon monoxide detector in the facility, in each classroom. Per Applicant facility will utilize electronic sign-in/sign-out system.

LPA measured all toddler and preschool classrooms/areas. The total classroom space for toddlers contains a total of 511.11 square feet, which will accommodate Applicant's request for 12 toddler children. The total classroom space for preschoolers contains a total of 566.50 square feet, which will not accommodate Applicant's request for 24 preschool children. There are 2 toilets and 2 sinks for the preschool children, and 1 toilet and 1 sink for the toddler children, and a separate private restroom for the staff is located in the facility down the church hall. Children who become ill during the day will be isolated in the cubbie/check in area within the preschool classroom and will use the staff restroom, if necessary. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).
OUTDOOR ACTIVITY SPACE:
There is 1 toddler outdoor area and 1 preschool outdoor area. The outdoor play areas are fenced with a metal wire chain linked fencing with paneling that is at least four feet tall. There is a play structure in the preschool play yard. LPAs did not observe a manufacturer sticker on the preschool play structure. LPAs reminded Applicant, Renata to follow manufacturer manual. Preschool play structure is surrounded by tan bark as cushioning to cushion a child's fall. There is a sandbox in the toddler play yard that was observed to be maintained and free of debris. Toddler play yard is surrounded by turf as cushioning to cushion a child's fall. LPAs observed a sufficient amount of equipment and toys in toddler and preschool play yards. There are no bodies of water on the premises. LPAs reminded Applicant to ensure to empty all water tables when not in use. There is sufficient shading areas provided by canopies and wooden awnings in the toddler and preschool play yards.
LPAs measured the toddler and preschool outdoor activity space. The Toddler outdoor play area contains a total of 611.91 square feet, which will not accommodate Applicant's request for 12 toddler children. The Preschool outdoor play area contains a total of 4,273.01 square feet, which will accommodate Applicant's request for 24 preschool children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).
LPAs notified Applicant, Renata, will need to submit a request for a waiver for the outdoor toddler play area to accommodate the maximum capacity of 8 toddler children outdoors at any given time with a set schedule in place.

LPA discussed the following: 100% supervision is required at all times, including in the bathroom; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.
Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
