What the inspector wrote
On Tuesday, May 13, 2025 Centralized Application Bureau (CAB) Licensing Program Analyst (LPA) M. Domantay met with Director of Operations, Carla Cooper for the purpose of a pre-licensing inspection. Applicant requests a single license child care center for a infant program (32 capacity), ages 0 to 24 months and preschool program (48 capacity), ages two years to 5 years, to serve a total of 80 children. The program will operate Monday through Friday from 7:00 a.m. to 5:30 p.m. The fire clearance was granted and approved on 4/3/2025 from the City of Richmond Fire Department. The facility will provide breakfast, lunch, and PM snack for children.
LPA reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted.
INDOOR ACTIVITY SPACE:
There are 2 infant areas: Room 1 and Room 4. Infant crib area is in Room 1. Per Carla, they will install a barrier between the crib area and infant activity area and will send LPA photos once installed. There are 2 preschool areas: Room 2 and Room 3. LPA observed sufficient amount of equipment, furniture, toys, tables, cots, and chairs during today's inspection. Facility plans to serve 12 crib aged infants. LPA observed 12 cribs during the inspection. LPA reminded Carla, to ensure sheets are tight fitted and no objects should be inside or hanging outside of the crib. LPA observed changing tables are in hands reach of a sink. LPA observed a first aid kit available in all 4 classrooms. Medications will be stored in the Director's office in a locked box/cabinet. LPA observed cleaning disinfectants are appropriately stored and inaccessible to children. Per Carla, stated there are no poisons or firearms on the premises. LPA observed a functional carbon monoxide detector in Room 3. Per Applicant facility will utilize electronic sign-in/sign-out system.

LPA measured all infant and preschool classrooms/areas. The total classroom space for infants contains a total of 1127.74 square feet, which will accommodate Applicant's request for 32 infant children. The total classroom space for preschoolers contains a total of 1458.42 square feet, which will not accommodate Applicant's request for 48 preschool children. There are 4 toilets and 6 sinks for the preschool children, and 2 toilets and 6 sinks for the infant children, and a separate private restroom for the staff is located in the facility. Children who become ill during the day will be isolated in the Director's office and will use the staff restroom, if necessary. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).
OUTDOOR ACTIVITY SPACE:
There is 1 preschool outdoor area and 1 infant outdoor area. The preschool outdoor play yard is fenced with a metal wire chain linked fencing that is at least four feet tall all around. The infant play yard is surrounded by the building walls made of cement brick, located in within the facility/building premises. There are no play structures in the preschool and infant play yards. Preschool play area is surrounded by rubber flooring as cushioning to cushion a child's falI. Infant play yard is surrounded by turf and rubber flooring to cushion a child's falI. Per Carla, she will send LPA photos of equipment and toys in infant and preschool play yards. There are no bodies of water on the premises. Per Carla, there is no active pool at this facility, they covered it up and there is no water in it. LPA reminded Applicant to ensure to empty all water tables when not in use. There is sufficient shading areas provided by canopies in the preschool play yard and overhead cement walkway in the infant play yard.
LPA measured the infant and preschool outdoor activity space. The Infant outdoor play area contains a total of 1717.09 square feet, which will not accommodate Applicant's request for 32 infant children. The Preschool outdoor play area contains a total of 2817.70 square feet, which will not accommodate Applicant's request for 48 preschool children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).
LPA notified Carla, a waiver will need to be submitted for the outdoor infant and preschool play yards to accommodate the maximum capacity of 22 infant children and 37 preschool children outdoors at any given time with a set schedule in place.

LPA discussed the following: 100% supervision is required at all times, including in the bathroom; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.
Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Exit interview conducted and report was reviewed with the Director of Operations, Carla Cooper.
The following items are required before a license will be issued:
1. Regional Manager (RM) final file review.
2. Applicant must submit a waiver for the outdoor infant and preschool play yards to accommodate the maximum capacity of 22 infant children and 37 preschool children outdoors at any given time with a set schedule in place.
3. Applicant must submit photo of barrier between the infant crib area and activity area of Room 1.
4. Applicant must submit photos of furniture and equipment in the infant and preschool play yards.
