What the inspector wrote

On Monday, May 19, 2025, Licensing Program Analyst, (LPA) M. Domantay met with Director of Fiscal Services Anita Retzinger , for the purpose of an announced case management inspection to inspect the infant classroom, crib area. This inspection is a follow up inspection due to installation of barriers to the infant crib area. Applicant requests a single license child care center for a infant program (32 capacity), ages 0 to 24 months and preschool program (48 capacity), ages two years to 5 years, to serve a total of 80 children. The program will operate Monday through Friday from 7:00 a.m. to 5:30 p.m. The fire clearance was granted and approved on 4/3/2025 from the City of Richmond Fire Department. INDOOR ACTIVITY SPACE: There are 2 infant areas: Room 1 and Room 4. Infant crib area is in Room 1. LPA observed barrier between the infant activity area and infant crib area in Room 1 that it at least 4 feet tall, and 2 staff chairs that are inside of the infant crib area. Facility plans to serve 12 crib aged infants. LPA observed 12 cribs during the inspection. LPA reminded Anita, to ensure sheets are tight fitted and no objects should be inside or hanging outside of the crib. LPA observed changing tables are in hands reach of a sink. OUTDOOR ACTIVITY SPACE: LPA inspected infant and preschool outdoor areas. LPA observed sufficient amount of age appropriate furniture, equipment, and toys during today's inspection. LPA notified Anita that activity areas for infants where activity mats are should be placed away from the wall until they install a protective barrier. LPA notified Anita additional shading should be installed in the preschool yard when needed during hotter days for preschool children and to notify the facility's assigned LPA when they make changes to the outdoor play yard. There are two sufficient shading areas provided by canopies in the preschool play yard during today's inspection. LPA reminded Applicant to ensure to empty all water tables when not in use. Page 1 Exit interview conducted and report was reviewed with the Director of Fiscal Services Anita Retzinger The following items are required before a license will be issued: 1. Regional Manager (RM) final file review. 2. Outdoor waivers for infant and preschool play yards to accommodate the maximum capacity of 22 infant children and 37 preschool children outdoors at any given time with a set schedule in place to be approved by Regional Manager. Page 3 This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice) or (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm LPA discussed the following: 100% supervision is required at all times, including in the bathroom; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
