What the inspector wrote
On Monday, September 8, 2025, Centralized Application Bureau (CAB) Licensing Program Analysts (LPAs) M. Domantay and LPA Jalessa Jackson met with Applicant Rachel LaField and Director Debra Carr for the purpose of a pre-licensing inspection for a change of ownership. Applicant requests a single licensed child care center for a toddler program 18-36 months (capacity 14) and preschool program ages two years to first grade entry (capacity 70) license to serve a total of 84 children. The program will operate Monday through Friday from 7:30 a.m. to 6:00 p.m. The fire clearance was granted and approved on 6/11/2025 from the Contra Costa County Fire Protection District. The facility provides snacks for children and lunch will be provided from home.
LPA reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted.
INDOOR ACTIVITY SPACE:
LPAs conducted measurements for all preschool and toddler programs. There are 2 toddler areas: building b classrooms 1 and 2. The preschool program: building A and B Classrooms 1-5 in building A and building B Classrooms 3 and 4. LPAs observed sufficient amount of equipment, toys, tables, chairs, and mats during today's inspection. LPAs observed a first aid kit available in each classroom. Medications will be stored in each classroom in a high cabinet/shelf. LPAs observed cleaning disinfectants are appropriately stored and inaccessible to children. Per Director stated there are no poisons or firearms on the premises. LPAs observed carbon monoxide detectors in building A and building B in the facility. Per Director facility will utilize manual sign-in/sign-out system.

LPAs conducted measurements for all indoor areas. The total preschool classroom space contains a total of 2524.08 square feet, which will accommodate Applicant's request for 70 preschool children. The total toddler classroom space contains a total of 579.60 square feet, which will accommodate Applicant's request for 14 toddler children. There are 8 toilets, and 5 sinks for the preschool children. There are 2 sinks and LPAs observed 2 potty chairs for toddler children, LPAs notified Director 1 additional potty chair is needed for toddlers, and there is a separate private restroom for the staff located in the facility. LPAs observed a changing table in the toddler classroom and in the preschool bathroom in building A and is in hands reach of a sink. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in building A classrooms 1 and 4 and building B classroom # 2 and will use the staff restroom, if necessary.
OUTDOOR ACTIVITY SPACE:
LPAs conducted measurements for all outdoor areas. There are 3 preschool outdoor areas, play yard 1 (big), play yard 2 (small), play yard 3 (garden) and 1 toddler outdoor area, the toddler play yard. The outdoor play areas are fenced with metal wired chain link fencing that is at least four feet tall around preschool and toddler play yards. LPAs observed a sufficient amount of equipment and toys. There are play structures in the preschool play yards and a sandboxes that were observed to be free of debris and maintained. Play structures are filled with sand as cushioning to cushion a child's fall. LPAs did not observe a manufacturer sticker on the preschool play structure in the small play yard #2, LPAs observed a manufacturer sticker on play structure in play yard #1 for children ages 3 years to 12 years. LPAs reminded Director to follow manufacturer guidelines on the play structures and facility can request to have a play structure inspector inspect the play structures and provide facility with age group for play structures. There are no bodies of water on the premises. LPAs reminded Applicant and Director to ensure to empty all water tables when not in use. There is sufficient shading areas provided by trees and canopies in the preschool and toddler play yards.
The Preschool outdoor play area contains a total of 6,367.11 square feet, which will accommodate Applicant's request for 70 preschool children. The Toddler outdoor play area contains a total of 2,019.95 square feet, which will accommodate Applicant's request for 14 Toddler children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

LPA discussed the following: 100% supervision is required at all times, including in the bathroom; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds.
Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
Exit interview conducted and report was reviewed with the Director, Debra Carr.
The following items are required before a license will be issued:
1. Regional Manager (RM) final file review.
2. Applicant must provide photo of 1 additional potty chair for toddler program.
3. Applicant must provide photos of additional padding on the concrete in toddler play yard.
4. Applicant must provide photos of chipped wood sanded down on preschool play structure in play yard #2.
5. Applicant must provide photo and video of alarm for front door entrance in building A activity classroom 1 and 2 for preschoolers.
6. Applicant must provide photos of all doors removed from preschool bathroom stalls in building A for preschoolers.
