What the inspector wrote

On April 16, 2026, Licensing Program Analyst (LPA) Indira Loza met with Licensee Perla Lombera Madrigal for an Unannounced Annual/Random Inspection. Present during the inspection were three (3) infants, three (3) preschool-age children, and the Licensee's Assistant. Residing in the home is Licensee, her spouse, and minor child. Licensee’s home was toured for a health and safety inspection. The Licensee has named her daycare "Privilegio Childcare". The facility operates 7:30am – 5:30pm, Monday - Friday. The home is a single family house consisting of four bedrooms, two bathrooms, a converted garage, a fully fenced in backyard with a walkway on each side of the house. During today's visit the Licensee requested to make the living room, kitchen, and entire backyard (except for the walkway on the right side of the house) into "On Limit" areas for the daycare. The Off Limit Areas : are the three (3) bedrooms at the back of the home, kitchen, 2nd bathroom to the left of the hallway, and the walkway on the right side of the house (when facing the house from the street). The off limit areas are made inaccessible by gate, closed and/or locked doors and visual supervision. The On Limit Areas : are the converted garage (play room), the bedroom between the bathroom and play room (naproom), the walkway to the left of the house (when facing the house from the street), and the entire backyard. Isolation Area: in the play room The entrance to the daycare is through the side door on the left side of the house. The inside and outside of the home were observed to be neat, clean with age-appropriate materials and toys for the children. All toxins, cleaning products, medications, and hazardous materials were observed to be in inaccessible areas. The home has a gated wall heater in the hallway. Licensee stated there are no firearms in the home. There were no pools or any bodies of water on the daycare premises. The home has a fully charged 2A10BC fire extinguisher in the bedroom , an interconnected smoke alarm system throughout the house, a working carbon monoxide detector located in the living room. Licensee has a working telephone, and all required forms are posted and visible for public view in near the main entrance of the daycare. The licensee conducts and documents fire and disaster drills twice a year with the last one conducted on 3/16/26. The Licensee's CPR and First Aid certificate is current and expires on 1/2028. The Licensee's mandated reporter certificate is current and expires on 12/15/27. LPA reviewed six (6) children files - all children files were complete. The Licensee's file was reviewed and had the required documents. The Licensee's Assistant had their fingerprints taken, but the facility number was entered incorrectly during the fingerprinting process, which resulted in the Assistant not obtaining a fingerprint clearance. Licensee Perla Lombera Madrigal was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee Perla Madrigal Lombera and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee Sonia Wan of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee Perla Madrigal Lombera was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, Licensee Perla Madrigal Lombera, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
