On February 18, 2026 at 8:45am, Licensing Program Analyst (LPA) Julia Placencia arrived unannounced for an Annual/Random inspection. LPA met with director Avni Patel and licensee Brijeeta Patel. Present during the inspection were 50 children (3 toddlers and 47 preschool age) and an additional 7 staff members. The facility, consisting of three preschool classrooms and one toddler classroom, was toured for a health and safety inspection. Hours of operation are Monday through Friday, 7:45am to 5:30pm. Physical Plant: Disinfectants, cleaning solutions, poisons and other items that are dangerous to children were inaccessible during the visit. The toilets and sinks were safe, sanitary and in operable condition. Furniture and equipment are in good condition, and floors are free of tripping hazards. The kitchen/food preparation and storage areas appear to be clean and free of evidence of rodents, and food is protected against contamination. All storage containers for solid waste have tight-fitting covers that are in good repair. Drinking water is available both indoors and outdoors by way of water bottles. Children bring their own lunches, however, AM/PM snacks are provided and menus are posted for parents to view. Medications are inaccessible to children. Outdoor Activity Space: Outdoor activity space and playground equipment was observed to be safe and free of hazards. Toddler play area is separate and gated away from preschoolers. Climbing equipment is properly anchored to the ground with adequate and appropriate cushioning material to absorb falls. There are shaded areas provided for the children. There are no pools or similar bodies of water at this facility. ***Continued on LIC809-C... Ratio/Capacity: The facility is operating within its licensed capacity. The facility is within ratio today with one teacher supervising no more than 12 preschool age children and one teacher supervising no more than six toddlers. LPA did not observe any child left without visual supervision or unattended during the inspection. Records: A sample of children files and files of staff present today were reviewed and contain required licensing documents. Teachers present today meet the qualification requirements. Staff have required immunizations and current mandated reporter training. Fire/Disaster Drills are conducted at least every six months, and a review of the log shows the last drill was conducted 1/27/26. LPA verified both opening and closing staff have current CPR/First aid training. The center is in compliance with the sign in and out procedure. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. The following deficiency was observed during today’s inspection: During file review, two children (C9 and C10) did not have parent authorization on file for their epinephrine medication. See LIC809D for deficiencies cited during today's inspection. Failure to correct will result in a $100 per day civil penalty until corrected. Repeat violations are $250 per violation and $100 per day until corrected. A notice of site visit was given and must remain posted for 30 days.
