What the inspector wrote

On May 20, 2025 at 9:30am, Licensing Program Analyst (LPA) Julia Placencia arrived unannounced for an Annual/Random Inspection. LPA met with licensee Anuradha Sala. There were 21 children and an additional 4 staff members present during the inspection (Khyati Parikh, Ratnakumar Kambhampati, Deisy Juarez Rosales and Kilisitina Kulanoa). The facility was toured inside and outside for a health and safety inspection. Hours of operation are Monday through Friday, 8:00am to 6:00pm. LPA observed the facility to be neat and clean during today's visit. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children were inaccessible during the visit. The toilets and sinks were observed to be in safe, sanitary and operable condition. Furniture and equipment are in good condition, and floors are free of tripping hazards. The kitchen/food preparation and storage areas appear to be clean and free of evidence of rodents, and food is protected against contamination. All storage containers for solid waste have tight-fitting covers that are in good repair. Drinking water is available both indoors and outdoors by way of water bottles. The facility provides lunch and morning/afternoon snacks, and menus are posted for parents to view. There are no pools or similar bodies of water at this facility. Outdoor activity space and playground equipment observed to be well maintained, safe and free of hazards. Climbing equipment is properly anchored to the ground with adequate and appropriate cushioning material to absorb falls. There are many shaded areas provided for the children. Fire/Disaster Drills are conducted at least every six months, and a review of the log shows the last drill was conducted on 2/18/25. Required licensing documents were posted. Fire extinguishers, carbon monoxide and smoke detectors meet State Fire Marshall standards. ***Continued on LIC809-C... The facility is operating within its licensed capacity. The facility is within ratio today with one teacher supervising no more than 12 children. LPA did not observe any child left without visual supervision or unattended during the inspection. LPA verified both opening and closing staff have current CPR/First Aid training. A physical census was taken of all children present and crossed referenced with the sign in and out sheets. Children and staff records were reviewed and contain required licensing documents. Teachers present today meet the qualification requirements and have required immunizations. Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA referred licensee to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. ***Continued on LIC809-C... Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
