What the inspector wrote

On 2/24/2026 at 12:20pm Licensing Program Analyst (LPA) Morgan Pringle met with interim director Neetu Thawany for an unannounced annual/random inspection. Present during the inspection were twenty-seven (27) preschool age children, and four (4) additional staff members. The facility operates from 7:00am \342\200\223 6:00pm, Monday \342\200\223 Friday in Eight (8) rooms, Room 1 (Two\342\200\231s, not in use), Room 2 (not in use), Room 3 (Preschool 2), Room 4 (PreK 1), Room 5 (PreK 2, not in use), Room 6 (PreK 3, only used in the morning and afternoon), Room 7 (Preschool), and Room 8 (Preschool 3, not in use). The facility was toured for a health and safety inspection. LPA observed the classrooms to have ample age-appropriate materials for the children\342\200\231s learning and play that were clean, properly stored and in proper working order. All furniture was observed to be free from defects, in good repair and age appropriate. All toxins, medications and hazardous materials were observed to be properly labeled in inaccessible areas. LPA observed all children\342\200\231s bathrooms to be free from defects, clean and in proper working order. All diapering and toileting materials were observed to be properly stored, labeled, and well maintained. Changing tables were observed to be clean and properly padded. All napping materials were observed to be properly stored and labeled. The facility provides cots, and blankets are brought from the children\342\200\231s homes. There are multiple properly working smoke detectors, carbon monoxide detectors, fire extinguishers, and first aid kits on site. The facility does not provide transportation. Page 1 of 4 LPA observed the kitchen to be clean, well maintained, free from defects and inaccessible to the children in care. All food on site was observed to be properly stored and labeled. All hazards and chemicals are kept separate from food and made inaccessible to the children. The facility provides two (2) snacks, and all children bring lunch from home. All children bring their own water bottles and have access to clean drinking water in and outside of the classrooms. The two (2) outside play yards were observed to be fully fenced, well maintained, with age appropriate materials for the children. All play materials for the children were observed to be clean and in good repair. The play structures were observed to be anchored into the ground with ample cushion under the high climbing areas and slides for children\342\200\231s safety. There is plenty of shade for the children. LPA did not observe any harmful bodies of water in or around the facility. The facility is operating within its licensed capacity and is in ratio. All staff working at the facility have obtained a criminal record clearance or have transferred their clearances. The current fire/disaster drill log was not able to be found. LPA instructed interim director that a fire drill will need to be conducted unless the log showing a drill has been conducted within the past six (6) months is found. A physical census of the children was taken and cross referenced with the electronic sign-in and out log. It was stated that three (3) children were not signed in by the person who brought them to the center (see LIC809D). All required postings are posted in the foyer of the facility. LPA obtained a sample of the children\342\200\231s files, staff files, and the facility files. Upon LPA\342\200\231s arrival it was stated that the former director resigned in January 2026. LPA informed interim director that the Department must be notified of a change in director within 10 days of the change. LPA has informed the facility of this for the past 3 directors that have been in place (see LIC809D). Interim director informed LPA that a new Director has been hired and is currently going through training. Deficiencies cited during inspection Three (3) children not signed in by person who brought them to the center Facility failed to notify Department of Director change incomplete fire/disaster drill log Page 2 of 4 Director was reminded that California law requires facilities to report unusual incidents and/or injuries to children in care, to the child's parents, and to the Department within 24 hours by phone. Within seven (7) days from the incident, facilities must submit the Unusual Incident/Injury form (LIC 624) to the Department. Director was reminded that EMSA approved Pediatric CPR & First Aid training must be completed every two (2) years. Mandated Reporter Training ("Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting https://mandatedreporterca.com/ . Personnel and facility rosters must be properly maintained, and fire/disaster drills must be conducted at least every six (6) months and documented. LPA informed Director that all forms can be downloaded at www.ccld.ca.gov . Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP . LPA referred Director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information . ( https://www.cdss.ca.gov/infosources/child-care-licensing/water-testing-information ) This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP . Page 3 of 4 Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
