Inspector’s narrative

What the inspector wrote

On May 17th, 2023, Licensing Program Analysts (LPAs) Arianna Manabat and Soleil Marx met with Director Caitlin Moran for an unannounced case management inspection in regards to a requested room change. The purpose of this visit was explained to the Director before inspecting the facility. During today's visit, LPAs observed seven preschool children being supervised by two qualified staff members. On the application sent to the Sacramento Regional Office, the facility has requested to change Room #2 from a Preschool licensed room to a School-age licensed space, with Room #1 and #3 to a Preschool licensed room. Upon review, LPAs observed that the facility has received a fire clearance from the South Lake Tahoe Fire Prevention for both the Presschool and School-age license on 04/19/2023. This clearance grants the facility clearance to operate with 48 preschool and 39 school-age children. Upon measuring the classroom spaces, LPAs have recorded square footage for the following: Room # 1: 823.04 sqft = 23 children Room #2: 825.65 sqft = 23 children Room #3: 863.53 sqft = 24 children After review of measurements LPAs have determined that there is not enough space to accommodate the requested capacity. Upon record review of a case management inspection - capacity increase from 2007, the facility was previously approved to utilize the upstairs area for the school-age license. In an Case Management - Lead Exceedance inspection conducted on 08/08/2022, LPA Manabat learned that this upstairs area has not been in use in previous years. During today's visit, LPAs Marx and Manabat verified this information as LPAs received an additional lead exceedance report for the same upstairs sink, which is not in operation. As the upstairs area is not accessible to children and is only utilized for storage, LPAs have not issued deficiencies relating to lead exceedance. CONTINUED ON LIC 809-C..... .......CONTINUED FROM LIC 809...... Per today's case management inspection - room change, the requested capacity on the application does not accommodate the measurements recorded by LPAs. Therefore, the facility will submit a new application and fire clearance request to the Regional Office before a Licensed can be approved for the requested room changes. No deficiencies are cited at this time . LPAS reviewed this report with the Director and conducted an exit interview. A Notice of Site Visit was provided and should remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
