What the inspector wrote

On January 12, 2026, Licensing Program Analyst (LPA) Payenda Seddiqi and Licensing Program Manager (LPM) Jeevun Birk-Miller met with the facility representative Laura Esparza for the purpose of an unannounced annual inspection. LPA and LPM toured the facility at which time a census of 10 infant children supervised by 3 staff members were observed. All individuals subject to criminal background review have obtained a criminal record clearance. Facility hours of operation are Monday through Friday, 06:30 AM to 06:00 PM. A health and safety inspection was conducted in the classrooms, restroom, food service area, and outdoor play areas. The infant classrooms appeared clean, including the carpets and floor. Cleaning disinfectants and hazardous items are appropriately stored and inaccessible to children. Bottles were kept in refrigerators inside the classrooms and were properly labeled with the child's name and date. All furnishings were in good condition. Infant diaper changing area is clean. Changing table was observed to be within arm\342\200\231s reach from sink. There is a mat for the changing table with a vinyl surface that is at least 1 inch thick and has raised sides. Toys are appropriate size with no small parts for the safety of the infants. LPA and LPM observed all postings. LPA and LPM observed a current roster, documentation of sign in and sign outs, and documentation that facility is conducting emergency disaster drills at least every 6 months. Per record the last fire drill was conducted on 10/30/2025. (Report continues 809-C) Playground equipment and surfaces were inspected and are in good condition with enough resilient material under climbing structures to absorb a fall. There are no firearms or bodies of water on the premises and the facility has at least one functioning smoke and carbon monoxide detector. LPA and LPM reviewed present staff files. Review of staff files indicated Pediatric CPR and First Aid training was completed, but did not have the required EMSA stickers certifying the training. LPA observed immunization records and documentation of the educational background, training, and/or experience of staff. Upon review, all staff members had current mandated reporter trainings. LPA and LPM advised AB 1207 Mandated Reporter training must be renewed every two years and can be renewed at www.mandatedreporterca.com . A sample of three children's records were reviewed. Each child's file contained an emergency card, consent for emergency medical treatment, health history, a record of immunization\342\200\231s, and notifications of personal and parent\342\200\231s rights. LPA and LPM observed that each child had a Needs and Services plan. LPA observed an Individual Infant Sleeping Plan (LIC9227) for each child under 12 months of age. LPA observed documentation that sleep checks were being conducted by staff every 15 minutes for all children under two years. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. (Report continues 809-C). For child care center licenses issued after July 1, 2022, the facility representative shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ) LPA and LPM discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. IF THERE IS NO CHILD AT THE FACILITY THAT CURRENTLY NEEDS IMS, USE AS FOLLOWS: Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22- 02-CCP.
