What the inspector wrote

A required annual inspection of the facility was conducted by Licensing Program Manager Natalie Dunaway (LPM) and Licensing Program Analyst Jennifer Velasco (LPA). The facility file was reviewed prior to this inspection. A review of the personnel report indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. LPA met with Licensee Resa Aldrich (D1). D1 was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. The facility\342\200\231s operating hours are 07:30 a.m. \342\200\223 5:30 p.m., Monday - Friday. The facility was toured inside and outside and the floor and yard plan were verified. LPA observed that each infant had a current Needs and Services plan. LPA observed an Infant Sleeping Plan (LIC9227) for each child under 12 months of age. LPA observed documentation that sleep checks were being conducted by staff every 15 minutes for all children under two. Bottles and baby food were kept in refrigerators inside the classrooms and were properly labeled with the child's name and date. All furnishings were in good condition. Staff stated bedding is changed daily or more often as needed. Infant diaper changing area is clean and within arm's reach of a sink. There is a one inch thick mat for the changing table with a vinyl surface. Toys are appropriate size with no small parts that pose a risk to the safety of the infants. Items which could pose a danger to children (such as detergents, cleaning compounds and medications) were observed to be inaccessible to children. D1 stated there are no poisons at the child care center. The facility was free of flies, insects and rodents. The toys, floors, desks and other equipment and surfaces were clean, toxic free, safe and in good condition. There is drinking water available to children both indoors and outdoors on the playground. The children\342\200\231s bathrooms were in safe and sanitary condition. Children bring their lunch, and parents rotate providing morning and afternoon snacks. LPA observed posted menu. Garbage cans containing solid waste have tight fitting lids. The playground was free of hazards. The playground equipment and surface areas were in safe condition. There is rubber matting and wood chip cushioning underneath climbing structures and/or play equipment to absorb falls. LPA observed a working carbon monoxide detector and a charged fire extinguisher of at least 2A 10: BC or larger. D1 stated that there are no bodies of water and none were observed. D1 stated no weapons are stored on site and none were observed. During today's inspection, staffing ratios were being met, with two classroom staff providing care to seven children. The facility was operating within the licensed capacity. Sign in, sign out regulation was reviewed. LPA observed facility\342\200\231s sign-in/sign-out records, which were observed to be in compliance. At least one staff member present during the visit possessed current Pediatric CPR and First Aid certifications. Five children\342\200\231s records were reviewed at 9:15 a.m. and contained identification forms with authorized representative information, as well as medical assessments. Five staff records were reviewed at 10:00 a.m. Incidental Medical Services (IMS) policy was discussed. LPA and D1 discussed safe sleep regulations and the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed D1 of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records.
