What the inspector wrote

Licensing Program Analyst (LPA) Martinez and Manabat conducted an unannounced complaint visit and met with Director Ashlee Springer. It was alleged the facility is in disrepair, unsanitary, and that facility staff yell at day care children while in care. The director initially denied the allegations stating they clean daily and she only makes her voice louder to get the attention of children. During a visit on 3/3/22 LPA Martinez observed the play area needed additional bark which the Director did send to COLD a purchase order for the correction. On 3/29/22 LPA Martinez and Manabat toured the facility and observed the classroom should have some repairs to walls and the toilets needed cleaning as they had a ring around the bowl. LPA's also observed that the trash and walls need to be wiped down as they have peeling paint, indents where something has pushed the wall in and dirt on high traffic area. It was also alleged that the facility staff yell at day care children. During the initial visit on 3/3/22, LPA Martinez observed the Director yell at a child (C1). During today's inspection LPA Martinez and Manabat observed the Director holding C1 from the arms to not run away. C1 was yelling and refusing to sit down. The director was heard yelling at the C1 to listen. Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099D. Appeal rights were provided and exit interview conducted. The Notice of Site Visit must be posted for 30 days.

This requirement was not met as evidenced by; The director was heard yelling at C1 to listen and to pay attention while in front of the other child care children

    BUILDINGS AND GROUNDS

    (a) The child care center shall be clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees and visitors. This requirement was not met as evidenced by; LPA's observed the bathroom toilets to have rings and need cleaning, walls need to be patched and cleaned, trash cans need to be cleaned.
