What the inspector wrote
On Wednesday, April 27,2026, Licensing Program Analysts (LPAs) Sala Vang and Joshua Hatch met with Patrick Paturel for the purpose of an unannounced required annual inspection. Upon arrival, LPA observed a census of 9 children supervised by 2 staff. Licensee Representative was reminded never to exceed the condition, limitations and capacity specified on the license. All individuals subject to criminal background review have obtained a criminal record clearance.
The facilities hours of operation are Monday to Friday, 8:30 AM - 2:50 PM.
This facility is located on the Pioneer Elementary premises in classroom F1 and has a shared space waiver for restroom and playground space.
LPAs toured classroom space and outdoor play area.
LPAs observed the following documents are posted:
License, Parents' Rights Poster, Seat Belt Law, Menu, Daily Schedule, Commingling Waiver, and Insufficient Outdoor Space Waiver. Technical Assistant was advise about Lead Posting. LPAs observed a functional carbon monoxide detector and full 2A10BC fire extinguisher. The facility uses paper sign-in and out system. LPAs observed a children’s roster and fire drill log. Facility has record of conducting fire drills at least every six months.

Cleaning disinfectants and hazardous items are appropriately stored and inaccessible to children. Director stated there is no poison or firearms on the premises. LPAs advised the applicant that all poisons must be locked with a key lock or combination lock. Furniture and equipment are in good condition, and toileting facilities are in safe, sanitary, and operating condition. LPAs observed trash bins with tight fitted lids. Playground equipment and surfaces are free of loose or sharp parts and pour-in-place rubber is present under the equipment to provide sufficient cushioning. There are sufficient equipment and toys, and shaded areas are supplied by shade cloth and building, there is no bodies of water on the premises. Drinking water is readily available to children both indoors and outdoors. LPAs observed water drinking fountains provided by the facility
LPAs reviewed present staff files. At least one staff member present today has current Pediatric CPR/First Aid certification which expires on 9/2027. All staff currently present and currently employed with the facility have: a criminal record clearance, a health screening report, immunization records, current mandate reporter training, and documentation of their educational background, training, and/or experience. A sample of 6 children’s records were reviewed. Each child’s files contained an emergency card, consent for medical treatment, health history, a record of immunizations, and notification or personal and parent right.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code
section 1597.16.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.).
LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP.

CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES
Licensee representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
LPA discussed the safe sleep regulations with licensee representative and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed licensee representative of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the
CPSC to be notified of any recalls on their purchased equipment.

Licensee representative was informed of the
MyChildCarePlan.org
website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
During the exit interview, the licensee representative Patrick, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

During today’s inspections one TV and one TA were observed
for missing all staff not having LIC9018 form in their files and Staff missing immunization records. A notice of site visit was given and must remain posted for 30 days.
Exit interview conducted and report was reviewed with the licensee representative Patrick Paturel
