What the inspector wrote

On 08/18/22, Licensing Program Anaylst (LPA) Angelica Slaughter arrived at the facility and was met by Center Director Lisa Westbrook. The purpose of today's visit was to conduct a Required Annual Inspection. There were no children present during this visit. The facility was not prepared to receive children on site, as nothing was set up. There were boxes, toys and furniture stacked in different areas throughout the facility room, used for providing care and supervision of children. LPA asked Director if the facility was open and operating. Director stated the facility was open, but children are currently having home visits, conducted by teachers instead of being on site. LPA asked Director when children are expected to return to the facility. Director stated it was unknown at this time, pending completion of construction of a proposed laundry mat. The laundry mat is for the Housing Authorities apartment complex, on which this facility is located. Director stated the facility's storage room that houses the children's toys and supplies, the men's restroom and part of the women's restroom will be used to for construction of the new laundry mat . The pending construction work was expected to have been completed over the summer, however, it has not been started yet. LPA advised Director that licensing was unaware of these proposed changes. LPA explained that LPA spoke with Licensing Liaison Shawna Wilbourn the day prior to confirm the facility was open. LPA was not informed of any pending changes or construction, only that center was open and operating. LPA and Director discussed the regulations regarding Reporting Requirements. Director is aware to keep licensing informed of the construction project. LPA discussed with Director the forms that will need to be submitted upon completion of construction. Per California Code of Regulations Title 22, Division 12, Chapter 1, a deficiency was cited today. Exit interview conducted with Center Director, Lisa Westbrook. Appeal Rights were given and discussed during today’s inspection. A copy of this report needs to be placed in facility file for public review. Notice of Site Inspection to be posted for 30 days.

    REPORTING REQUIREMENTS

    Reporting Requirements - The licensee shall notify the Department in writing of his/her intent prior to making any structural changes that reduce the total amount of indoor or outdoor activity space. Such structural changes shall include, but not be limited to, room additions. This requirement was not met as evidenced by: LPAs observation and interview with Center Director. Facility is currently in preparation for pending construction of a laundry mat. This posses a potential risk to the health, safety and/or personal rights of children in care.
