Inspector’s narrative

What the inspector wrote

On 5/25/23 Licensing Program Analysts (LPAs) Joseph Pacheco and Paul Garcia arrived at the facility to conduct an unannounced case management inspection. LPAs conducted a census and toured the inside of the classroom, outside play area and the children's bathroom. Facility has submitted a request for a waiver to share the children's bathrooms with elementary school children as the preschool children do not have their own exclusive bathroom. The bathroom the preschool children use is located right next door to the preschool classroom. LPAs observed 3 urinals, 2 toilets and 3 sinks in the boys bathroom. LPAs observed 4 toilets and 3 sinks in the girls bathroom. The number of urinals, toilets and sinks is enough to accommodate the licensed capacity of 15 preschool children. Director understands that children are to be escorted by staff to and from the restroom and that preschool children can't use the bathroom at the same time as elementary school children. LPAs toured the outside play area. The preschool children do not have their own exclusive outdoor play area as it's shared with elementary school children. The preschool children use the outdoor play area at different times than the elementary school children. LPAs observed the outdoor play area to contain, a sand area, grass area, two play structures that are for ages 5-12, a school bus which appeared to be age appropriate for preschool children and a swing set which did not contain stickers identifying the intended age group. Director was advised that preschool children can't use the swing set until a determination has been made that it's age appropriate for preschool children. Rubber cushioning and grass are used to provide cushioning for falls. A mature tree provides a shaded rest area. Director understands that preschool children are not to be commingled with elementary school children during outdoor activities. LPAs discussed with Director that a waiver will be needed since the preschool does not have it's own exclusive outdoor play area. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited. Exit interview conducted and report was reviewed with Director, Anna Jones. This report shall be made available to the public upon request. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
