Inspector’s narrative

What the inspector wrote

On 09/04/2024 Licensing Program Manager (LPM) Juvenal Moctezuma and Licensing Program Analyst (LPA), Stephanie Vega-Gonzalez conducted an unannounced inspection that was initiated by licensee (Sanger Unified School District). LPM and LPA met with Coordinator of Early Education Sandra Olivo, Supervisor of Preschool Assistant Esthela Salazar, and Chief Operations Officer Jimmy Robles. LPM and LPA introduced themselves and explained the purpose of the inspection. LPA and LPM conducted a tour inside and outside and took census. The purpose of the inspection was to measure and inspect the new playground area. The new playground measured to an approximate 8,688 square feet which meets their current licensed capacity of 42 preschool children. The playground measured is not enclosed as per Regulation Outdoor Activity Space 101238.2(g) which states, \342\200\234The playground shall be enclosed by a fence to protect children and to keep them in the outdoor activity area. The fence shall be at least four feet high.\342\200\235 Through the tour, it was observed that the playground bled into the Tk & Kindergarten classroom areas which are not part of the preschool license. There are two gates that lead into the Elementary campus and one exit door that leads to Park Ave. LPM reviewed regulation with Jimmy Robles, Sandra Olivo, and Supervisor of Preschool Assistant Esthela Salazar. LPM and LPA observed that the preschool building itself was enclosed by a fence. LPA measured that area which will be used by Preschool children only. The area measured to an approximate 2,700 square feet which fits no more than 36 preschool children at a time. Continue on LIC809-C LPM and LPA observed water leaking from the roof of the classroom. There was also a water fountain outside of the preschool building in need of repair. LPM observed that there were cables on the floor by the south part of the classroom. LPM and LPA observed that there was an open trash bin container in the playground with food. Sandra Olivo was made aware of the observations and stated that they will get a work order completed. Due to the playground not being fully enclosed as per regulation, the playground is off limits to children in care until licensee submits proof that the area will be enclosed. As of today, the enclosed area around the preschool building is made assessable to children in care. Sandra stated that she will follow-up with Admin and will contact the department once the outdoor activity space and new play structure are ready for an inspection. Per California Code of Regulations, Title 22, Division 12, Chapter 1 , no deficiencies are cited. Exit interview conducted with Coordinator of Education, Sandra Olivo. A copy of this report and Appeal Rights were provided and discussed with Coordinator of Education, Sandra Olivo.
