On 10/12/2023, Licensing Program Analysts (LPA) Nancy Her and Claribel Soto conducted an unannounced case management inspection and met with Director Rubisela Sanchez. LPA reviewed the reason of the inspection, and a tour of the center was conducted both inside and outside. This is an increase in capacity inspection and the applicant is requesting a capacity of 48 preschool children age 3-5 years. This program will operate on the traditional school year, Monday thru Thursday from 8:00 AM to 4:00 PM, and Friday 8:00 AM to 12:00 PM. This facility will operate in the building measured today once licensed. Facility will no longer operate in the previously licensed building. Applicant is aware to contact the Fresno Community Care Licensing for a change in classrooms and/or change in capacity. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP. Director Rubisela Sanchez stated that the center will provide morning snack. The classrooms were observed to be clean and free of toxins. LPAs observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, cots, and plenty of toys for children to play. The shelving units are not anchored. LPAs also reminded Director not to store anything on top of high bookcases/storage cabinets that could potentially fall on children. There is a working carbon monoxide detector that is part of the facility\342\200\231s smoke detector system and is installed throughout the building. LPA reviewed with Director Rubisela Sanchez, that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care. There are 2 classrooms (Preschool 1 and Preschool 2) used by preschool children. Room measurements were taken and reviewed with Director Rubisela Sanchez. The total inside preschool area measured to an approximate 1,747 square feet which will accommodate the requested capacity of 48 preschool children. There is adequate storage space available for children's belongings in the classroom. Director understands that children's equipment needs to match the capacity she is licensed for. Toys and equipment appear to be age appropriate. There is a total of 6 toilets and 4 sinks/hand washing fixtures which will accommodate the requested capacity of 48 preschool children. The approximate outside square footage for the play area is 16,880 which will accommodate requested capacity of 48 preschool children. Applicant stated there will be a shed placed in the play yard for storage but is not sure at the moment. Applicant understands that storage shed square footage will be taken out of outdoor play area. There is adequate shade available in the outdoor activity area with the building overhang and trees. The toys and play equipment are in boxes and will be put away once storage shed is in place. LPA reminded Director Rubisela Sanchez, to provide adequate supervision at all times. A fire clearance of 92 consisting of 48 preschool children, 20 infant children, and 24 toddler option children was received on 10/04/2023. Fire clearance was approved by Reedley City FD Fire Prevention. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP. Facility Representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. LPA reviewed with Director Rubisela Sanchez, the LIC 311A, Records to Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. The following will need to be corrected before licensure: \302\267 Updated LIC 200A \302\267 Corkboards/bulletin boards need to be mounted in the classrooms \302\267 In Preschool 1 classroom, the cabinet under the sink needs to get fixed. \302\267 All shelving units need to get anchored \302\267 There is a shelving unit that has the backing loose with staples exposed, and it is also cracked. This will need to be repaired. \302\267 There is a large cabinet that has a door loose that will need to be repaired. \302\267 In Preschool 2 classroom, the cabinet will need to be mounted. \302\267 The cubbies will need to be put in place. \302\267 The bolts on the fence in the outdoor play area need to be made safe for children Pending a final file review and corrections made, a recommendation will be made to license the above facility for the requested capacity of 48 preschool children. A notice of site visit was given to facility representative Rubisela Sanchez and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
