What the inspector wrote

On 08/04/2021, Licensing Program Analysts (LPAs) Rene Mancinas and Juvenal Moctezuma conducted an unannounced Case Management inspection and met with Site Supervisor, Rubisela Sanchez. The facility is located on the State Center Community College District (SCCD) Reedley Campus at 995 N Reed Ave, Reedley, CA 93654. The reason for inspection was to inspect the infant/toddler facility (1 portable classroom), which was physically moved 500 feet to the west due to future plans of installing a permanent building for preschool use. The single classroom is divided to designate an area specifically for infants to use and area specifically for toddlers to use. Facility has a licensing capacity of 22: 10 infants (0-24 months of age), which can include up to 8 crib infants, and 12 toddlers (18-36 months of age). This program will operate on a school-year schedule: Monday through Thursday: 08:00 to 04:00pm and Friday: 08:00am to 12:00pm. Facility has a kitchen area that will be used to prep snacks, bottles, formula, and other infant/toddler foods. Parents are responsible for providing formula, diapers, wipes, etc to infants in care. Kitchen area has a lock, so it is inaccessible to children. Sharp utensils are stored up high in a cabinet. There is hot running water in the kitchen. Cleaning items are stored in areas inaccessible to children. Staff will utilize designated bathroom located inside classroom, which is separate from restrooms utilized by children. Ill children are isolated in the site supervisors office. The classroom was observed to be clean and free of toxins. LPAs observed that the furniture and equipment appeared to be safe and in good condition. There are plenty of age appropriate items, tables, chairs, cribs, cots, & cubbies to meet the requested capacity. Room measurements were taken and reviewed with Rubisela. The total inside used infant area measured to an approximate 371 square feet which will accommodate the requested capacity of 10 infants. The total inside used toddler area measured to an approximate 482 square feet which will accommodate the requested capacity of 12 toddlers. Report Continued Onto LIC 809-C There is adequate storage space available for children's belongings. Toys and equipment appeared to be age appropriate. Facility provides potty training to infants needing potty-training services. LPA observed several feeding chairs (to meet licensed capacity) and a changing table with a sink that's within arm\342\200\231s reach. LPA reminded licensee to make sure that sink is not used to prep food. LPA observed the crib area available, which can accommodate 8 crib infants. The infant playground has a fenced outdoor area that is fenced all the way around. Licensee stated that they bring out children's toys and layout a mat on top of the tiles. LPA reminded licensee to maintain the area by cutting the grass and making sure that the area is remained cleaned at all times when children are present. The rest of the yard is inaccessible to children by a locked gate. The outside play area is shared with infants/toddlers and was measured and reviewed with Rubi and measured to an approximate square footage of 1,404 square footage, which only meets the requested capacity of 18 children. Rubisela stated she understands that no more than 18 children can be outside at once and will submit a waiver to stagger infant and toddler classrooms. Rubisela understands infants cannot comingle with toddlers. LPA reminded licensee to make sure they have visual supervision of children at all times. A fire clearance for the licensing capacity was received and granted by the Reedley Fire Department on 07/19/2021. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Inside Day-care: \302\267 Move counter-top refrigerator to prevent potential injuries. Currently in area accessible to children in care. . Anchor toddler cubbies together. . Move changing table in children\342\200\231s restroom to be within arms-reach of a sink. . Move changing table into toddler area with portable sink. . Submit proof of water being readily available to children (e.g. igloos/containers) (Infant and Toddler areas) Report Continued Onto LIC 809-C \302\267 Move partition dividing infant and toddler areas to meet infant square footage Outside Daycare: \302\267 Shave thread bolts around fence to recommended size of 3-4 threads to prevent potential injuries. . Submit proof of shade structure. Pending a final file review and completion of above items, a recommendation will be made to license the above facility for a capacity of 10 infants, with a toddler component of 12 toddlers.
