What the inspector wrote

On 3/10/25, Licensing Program Analysts (LPA) Joseph Pacheco and David Rocha conducted an unannounced Case Management inspection and met with Director, DeAlma Ford. LPA toured the inside and outside of the facility. The licensee is Childtime Childcare Inc. and they are requesting a capacity decrease from 74 preschool to 59 preschool children by no longer using Classroom #4 in the infant building as a preschool classroom. Facility currently operates in the Twos #1 room (room 5), Two’s #2 room (room 6), TK room (room 7), and Preschool Room (room 8). This program currently operates Monday – Friday, 7:00 am – 6:00 pm. This facility also has an infant license (100406617). Licensee stated that facility provides breakfast, lunch and PM snack. Food is prepared on-site. The kitchen includes a refrigerator, freezer, oven, stove and dishwasher. Ill children will be isolated in the Director’s office and utilize the staff bathroom located in the staff lounge of the building where the preschool rooms are located. Cleaning supplies are inaccessible to children. The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment in the classrooms appeared to be safe and in good condition. The facility has working carbon monoxide detectors in each classroom. LPA observed that there are plenty of tables, chairs, cots and cubbies. LPA observed plenty of age appropriate items & toys. Room measurements for all preschool classrooms were taken and reviewed with Director. The total inside area of all preschool classrooms measured to an approximate 1,984 square feet which will accommodate up to 56 preschool children based on Title 22 regulations of 35 square feet per child for indoor activity space. There is a total of 8 sinks/hand washing fixtures, 4 toilets and 2 urinals which will accommodate the newly requested capacity . Facility gets drinking water from a filtered water faucet in the kitchen. That water is used to fill pitchers in each classroom. Facility provides paper cups from a paper cup dispenser for indoor activities. Staff fill igloo jugs with water for outdoor activities and children use a paper cup from a paper cup dispenser when outside. LPA’s observed two outdoor areas for preschool children. The total outdoor activity area measured to an approximate 6,984 square feet which will accommodate the requested capacity of 56 preschool children. A high climbing play structure was observed in one of the preschool outdoor activity areas. CONTINUED ON LIC809-C Wood chips are being used to provide cushioning. Shade is provided by a shade structure in both areas. Mature trees provide additional shade in both areas. The equipment observed appeared to be age appropriate. LPA reminded Director to make sure they maintain visual supervision of children at all times. A fire clearance for 58 preschool children in rooms 5-8 was granted by the Fresno Fire Department on 1/22/25. Pending a final file review a recommendation will be made to license rooms 5-8 for a capacity of 56 preschool children. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited. Exit interview conducted and report was reviewed with Director, DeAlma Ford. A notice of site visit was given to Director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. A copy of this report is to remain in the facility for public review. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
