What the inspector wrote

On 3/10/25, Licensing Program Analysts (LPA) Joseph Pacheco and David Rocha conducted an unannounced Case Management inspection and met with Director, DeAlma Ford. LPA toured the inside and outside of the facility. The licensee is Childtime Childcare Inc. and they are requesting a capacity increase from 19 infants to 48 infants by removing their toddler option and converting the Toddler #2 (room 4) into an infant classroom. Facility currently operates in the Infant #1 (room 1) and Infant #2 (room 2) classrooms and the Toddler #1 (room 3). This program currently operates Monday \342\200\223 Friday, 7:00 am \342\200\223 6:00 pm. This facility also has a preschool license (100406616). Licensee stated that facility provides breakfast, lunch and PM snack. Facility does have a supply on hand of these items in the event a child is sent to school without them. Food is prepared on-site. The kitchen includes a refrigerator, freezer, oven, stove and dishwasher. Ill children will be isolated in the Director\342\200\231s office and utilize the staff bathroom located in the staff lounge of the building where the infant rooms are located. Cleaning supplies are inaccessible to children. The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment in the classrooms appeared to be safe and in good condition. The facility has working carbon monoxide detectors in each classroom. LPA observed that there are plenty of tables, chairs and cubbies. LPA observed plenty of age appropriate items & toys. Room measurements for all infant classrooms were taken and reviewed with Director. The total inside area of all infant classrooms measured to an approximate 1,714 square feet which will accommodate the requested capacity of 48 infant children. Classrooms Infant #1 and Infant #2 have crib infants. The crib area is separated from a partition that is four feet high. The partition is see through and made of sound absorbing material. Infant Needs and Services Plans and Infant Safe Sleep 15 minute check logs are stored in a binder in each classroom. There is a total of 4 sinks/hand washing fixtures and 3 toilets which will accommodate the requested capacity . Facility does not provide potty training services to infants at this time. Facility gets drinking water from a filtered water faucet in the kitchen. That water is used to fill pitchers in each classroom. Facility provides paper cups from a paper cup dispenser for indoor activities. CONTINUED ON LIC809-C Staff fill igloo jugs with water for outdoor activities and children use a paper cup from a paper cup dispenser. The outdoor activity area measured to an approximate 2,330 square feet which will accommodate a maximum of 31 children at one time based on Title 22 requirements of 75 square feet per child for outdoor activity space. Facility will be requesting a waiver to stagger the amount of children outside at one time to not exceed 31 children. A fire clearance for 51 infant children in rooms 1-4 was granted by the Fresno Fire Department on 1/22/25. Pending a final file review and management approval of the waiver for the infant outdoor activity area, a recommendation will be made to license classrooms 1-4 for a capacity of 48 infant children. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited. Exit interview conducted and report was reviewed with Director, DeAlma Ford. A notice of site visit was given to Director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. A copy of this report is to remain in the facility for public review. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
