What the inspector wrote

On 8/28/2023, Licensing Program Analysts (LPAs) Ruby Ocegueda and Claribel Soto conducted an unannounced case management inspection for the purpose of inspecting a new shed in the accessible play yard. LPA toured the facility, and a census was taken. Today, LPA's met with head teacher Carmen Cedeno. An updated sketch and written letter were submitted to the Department to formally notify the Department of the plans of obtaining a shed prior to installation. The storage shed measures approximately 120 sq feet and according to Department records the play yard measures 4,383.21 sq ft which after installing the shed, still exceeds the required amount of square footage for the current capacity of 45 children. Today, LPA\342\200\231s inspected the shed and found that it was in safe/functioning condition and was approved for use. LPAs conducted an exit interview with Head Teacher Carmen Cedeno. Per California Code of Regulations, Title 22, Division 12, Chapter 1, no deficiencies were cited as it pertained to the addition of this shed.

    (a)The licensee shall provide care and supervision as necessary to meet the children's needs.(1) No child(ren) shall be left without the supervision of a teacher at any time...Supervision shall include visual observation. This requirement was not met as evidenced by: interview and record review. Interviews confirmed that child #1 was left without supervision in the play yard on 8/8/2023 for about 3 minutes. This posed/poses an immediate risk to the health, safety and/or personal rights to the children in care. A $500.00 immediate civil penalty was assessed today.
