Licensing Program Analysts (LPAs) Meche Rosales and Aurelio Mendoza conducted an unannounced Annual/Required Inspection for the preschool license. LPAs met with Director Tasha Avalos and toured the facility indoors and outdoors. Days and hours of operation are Monday through Friday from 6:30 a.m. to 6:00 p.m. All poisons are kept in a locked storage area, and none were observed during the inspection. Disinfectants, cleaning solutions, medications, and other hazardous items are stored so they are inaccessible to children. There is no swimming pool or other body of water on the premises. No firearms or ammunition are allowed or stored on the premises. Furniture and equipment are in good condition and free of sharp, loose, or pointed parts. Playground equipment is in safe condition and free of hazards. The surface of the outdoor activity space is well maintained, and areas around high climbing equipment and slides have cushioning material to absorb falls. All toilets and handwashing facilities are safe and sanitary. The facility has one or more functioning carbon monoxide detectors. Floors are clean and safe, and solid waste containers have tight-fitting covers and are in good repair. Drinking water is available indoors and outdoors. Children are provided water from filtered jugs or bottled water, and disposable cups are available. Personal water bottles from home are also welcome. The facility offers meals, including breakfast, lunch, and snacks, through a third-party food program. Meals are prepared on-site and served family style in classrooms. For children with special dietary needs, parents may provide food from home, which staff serve alongside center meals. If a child refuses the center-provided food, parents are informed so the child can bring alternatives from home. Staff noted that most children eventually eat the meals provided by the center, following their classmates. (Continued on LIC809-C) Capacity and limitations specified on the license are maintained. At least one person trained in CPR and Pediatric First Aid is present when children are at the facility or at off-site activities. The name of the center director or fully qualified teacher designated to act in the director’s absence has been reported to the Department. All children are under continuous visual supervision of a teacher. The facility meets teacher-child ratios. A sample of children’s files was reviewed and found complete, including emergency contact information and medical assessments. Staff files reviewed were complete with health screenings, immunization records for influenza, pertussis, and measles, and current documentation of mandated reporter training. LPAs discussed the Community Care Licensing website www.ccld.ca.gov , which provides resources such as forms, regulations, Provider Information Notices (PINs), and Quarterly Updates. LPAs also reviewed reporting requirements as outlined in Section 101212 of the regulations. Director Tasha Avalos was reminded that all adults 18 and over, including employees and volunteers (except as specified in Health and Safety Code section 1596.871), must obtain a criminal record clearance or exemption, or transfer an existing clearance or exemption, before being present in a Child Care Center. A civil penalty of $100.00 per day for up to five days, or up to thirty days for a repeat violation, will be assessed for noncompliance. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers constructed before January 1, 2010, to test their water used for drinking and food preparation for lead contamination before January 1, 2023, and every five years thereafter. For child care center licenses issued after July 1, 2022, the licensee must test their water for lead within 180 days of licensure, pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPAs verified that lead testing was completed in accordance with these directives and referred Director Tasha Avalos to the Department website for additional information: www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information .
