What the inspector wrote

On 08/02/2021, an announced case management visit was made by Licensing Program Analysts (LPAs) Luisa Gavoutian and Cynthia Brannon to evaluate the facility for a toddler option component, per Licensee\342\200\231s request. LPAs met with Associate Program Director Renee Benell. This facility is located at the California State University, Fresno campus. This program will operate Monday through Friday, from 7:45 a.m. to 5:00 p.m. This facility has a licensed capacity of 22 infants. The licensee is requesting 12 of those 22 infants be served under a toddler component, ages 18-36 months old. The remaining 10 infants will be served in the infant program. The toddler component program will operate in Toddler Classroom and the infant program will operate in the Infant Classroom. A fire clearance is required and form LIC 9054 will be submitted to Community Care Licensing (CCL). Measurements taken of the Infant Classroom this date total 455 square feet and measurements taken of the Toddler Classroom total 692 square feet of available activity space. The Toddler Classroom will accommodate the requested capacity of 12 toddlers and the Infant Classroom will accommodate the requested capacity of 10 infants. Outdoor measurements taken today for the Toddler play area total 2,475 square feet, which will accommodate the requested 12 children. Outdoor measurements taken today for the Infant play area total 915 square feet, which will accommodate the requested 10 children. The crib room in the Infant Classroom has seven cribs. The facility can accept no more than seven infants requiring a crib. Toddlers will utilize cots or mats for napping. LPAs discussed the requirement of staff to physically check on sleeping infants up to 24 months of age every 15 minutes and document any signs of distress, including, but not limit to, flushed skin color, increase in body temperature, restlessness and labored breathing. Needs and Services plans must be completed for each child up to 24 months of age and updated at least quarterly. There are two toilets and two sinks in the Toddler Classroom as well as a changing table within arms reach of a sink. In the outdoor play area, LPAs observed in the corner water irrigation pipes with the shut-off valve. LPAs discussed the safety of children in this area and the importance of providing care and supervision to prevent a child from sustaining an injury. The following items must be corrected and submitted to licensing before a license can be issued: \302\267 Updated LIC 200A Application for a Child Care Center License indicating requested capacity for infant and toddler option. \302\267 Form LIC 9054 must be submitted to CCL and a fire clearance is required. \302\267 An updated facility sketch showing the classrooms where infants and toddlers will be served. \302\267 A safety sticker detailing the manufacturer's age recommendation for the play structure in the toddler outdoor area. \302\267 Disposable cup dispenser to provide uncontaminated drinking water outdoors. \302\267 Written statement acknowledging proper supervision to be maintained to prevent a child from sustaining an injury at the water irrigation shut-off valve area in the toddler's outdoor play area. \302\267 Updated parent admission agreement detailing the placement of the child in the toddler option. \302\267 A board resolution on facility letterhead detailing the addition of the toddler component to the facility\342\200\231s existing program and granting Director Brittney Randolph authorization to act on the Board\342\200\231s behalf. Pending final file review, and receipt of corrections of items listed above, a recommendation will be made to license the above facility for a toddler option component with capacity of 12 children ages 18 to 36 months. Proposed changes in this facility\342\200\231s plan of operation (Section 101173) must be submitted to the department for approval prior to implementation. Per Chapter 1, Division 12, Title 22 of the California Code of Regulations no deficiencies are observed today. Exit interview was conducted with Associate Program Director Renee Benell. LIC 9213 Notice of Site Visit was provided and shall be posted for 30 days.
