What the inspector wrote

On 01/09/2023, Licensing Program Analyst (LPA), Jose Penate conducted an unannounced case management inspection. LPA met with Director, Lucy Cassarino who accompanied LPA on a tour of the facility, and a census was taken. The purpose of today\342\200\231s inspection is to address the Lead Testing that was completed at the center on 12/17/2022. Fresno Regional Office received notification that the facility has completed its Water Testing on time but the the wrong size bottles were used to collect water samples, it is recommended to re-sample those outlets again using a 250 ml sample as required. The results that were uploaded by the lab do not reflect an exceedance but since the wrong size bottle was used, the results may differ when using the correct size bottle. The size of the bottles and other criteria that samplers are to adhere to when attesting to the sampling protocol are noted in the External Water Sampler Self-Certification Form ( LIC 9275 ) as well as in the Written Directives outlined in PIN 21-21-CCP. The Department developed these directives in collaboration with the State Waterboard, key stakeholders and guidance issued by the EPA following the 3 Ts method. The EPA 3Ts manual requires a 250 ml bottle because the samples are more for a facility and specific drinking water outlets. The more water you drain from an outlet, the more likely you will interfere with the next sample that is taken in the facility. LPA discussed with Director that the center will need to have the centers water outlets tested once again to have accurate results that meets the criteria listed on the PIN 21-21-CCP. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiency is being cited. An exit interview was conducted with the Director, Lucy Cassarino. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days.
