What the inspector wrote

On 09/18/2024, Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced Required 3 - Year inspection of the preschool facility. LPA met with Head of School, Dr. Megan McMills, and toured the facility, both indoors and outdoors. The facility operates Monday through Friday, 7:00 AM to 6:00 PM during the school year. All poisons were securely stored in a locked area, and no hazardous materials were observed. Disinfectants, cleaning solutions, medications, and other potentially harmful items were kept out of children's reach. There are no swimming pools or bodies of water on the premises, and the facility does not store or allow firearms or ammunition. Furniture throughout the facility is in good condition, free from sharp or loose parts. The playground is currently inaccessible due to maintenance, and Head of School Dr. Megan McMills was instructed to notify Child Care Licensing before it is reopened. The playground will be resurfaced with rubber mulch to ensure safety and prevent injuries. Toilets and handwashing facilities were clean and in good working order. The facility has functioning carbon monoxide detectors, and the floors were clean and safe. Waste containers are in good repair with tight-fitting lids. Drinking water is available both indoors and outdoors via personal water bottles, provided either by parents or the facility, which also supplies disposable cups if needed. Parents provide meals and snacks for the children, and extra food is available onsite for those without a meal, with expiration dates monitored. The facility operates within its licensed capacity and maintains the required teacher-child ratios. At least one staff member trained in CPR and Pediatric First Aid is always present, both on-site and during offsite activities. The director or a qualified teacher is always designated in the director\342\200\231s absence, and all children are under continuous visual supervision. LPA reviewed a sample of children's files and found them complete, with proper documentation of contact information and medical assessments. Staff files were also reviewed, confirming compliance with health screenings, immunization records, and mandatory training. During the inspection, LPA discussed several key topics with Head of School Dr. Megan McMills, including the Community Care Licensing website, which provides important resources, and reporting requirements as per Section 101212 of the regulations. Head of School Dr. Megan McMills was reminded that all adults working in the facility must undergo criminal background checks, with a potential fine of $100 per day, up to five days, for noncompliance. LPA verified that the facility had completed lead testing as required by Assembly Bill 2370. Head of School Dr. Megan McMills was advised to consult the Department website for further information on lead testing. For children with doctor-prescribed medication, the facility is required to submit an Incidental Medical Services (IMS) plan to the Child Care Licensing Division and provide staff training on administering the medication. Medication storage and related equipment were reviewed and found compliant. Information about the inspection process, along with a survey link to provide feedback, was also shared. An exit interview was conducted, and the report was reviewed with Head of School, Dr. Megan McMills. In accordance with Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies were cited. A LIC 9213 Notice of Site Visit was provided and must be posted for 30 days. This report will be made available to the public upon request, and a copy of the Appeal Rights was provided.
