What the inspector wrote

On 04/29/2025, Licensing Program Analysts (LPAs) Miguel Herrera and Elizabeth Martinez conducted an unannounced case management inspection. LPA met with Director Teresa Cedeno for the purpose of conducting a case management inspection, to clarify the results of a water lead sampling test. Fresno Regional Office received notification of a water lead sampling test that needed further clarification. Based on records reviewed from CA Water Board Data Management System and self reported information provided by the facility (103810092), the only water outlet that was tested for lead contamination was the kitchen faucet sink (outlet A), which was not impacted by an exceedance of lead. LPAs reviewed records and made facility observations, LPAs observed that the facility only had one source of water (outlet A) that was used for drinking and food preparation which was located in the facility's kitchen. All other outlets were sinks used for hand washing purposes only. Furthermore, Director Cedeno ensured that the sinks are only used for hand washing purposes as the classrooms have a water dispenser that is supplied by Culligan Water. LPAs observed a water dispenser located inside each classroom and observed jugs filled with water. LPAs also observed that there was a water dispenser located in the kitchen for food preparation. Director Cedeno disclosed that the facility only uses the kitchen sink to wash utensils and the facility uses purified water to prepare food. Based on records reviewed the facility has a current contract with Culligan Water that supplies the facility purified water that is used for drinking and food preparation. Per Director Cedeno the facility provides disposable cups for children to drink inside and outside the classroom and the infant classrooms also have an Igloo located outside for children to use that is filled with purified water. LPA Herrera requested for Licensee to submit a written attestation and completed LIC 999 indicating that the facility is not using water from the facility (classroom, outdoor play area, and kitchen) to use for or made accessible to children, staff and or visitors, for food preparation or drinking water. LPAs requested that the facility updates their Parent Handbook to ensure that parents are notified of the facility's plan of operations. During today's visit the facility provided CCLD with a copy of the purified bottled water service contract supplied by Culligan Water. Director Cedeno agreed to submit the written attestation by 05/13/2025. Per California Code of Regulations, Title 22, Division 12, Chapter 1 no deficiency is cited during today's visit. An exit interview conducted with Director, Teresa Cedeno. A copy of this report and Appeal Rights were provided and discussed with Director Cedeno. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days.
