On 03/21/24, Licensing Program Analyst (LPA) Jose Penate, conducted an unannounced Annual Required Inspection for Preschool license. LPA met with Administrator, Andrea Reyes de Razo, and toured the facility indoors and outdoors. This facility runs year around. HOURS OF OPERATION: School-Year Monday through Friday; Preschool Classroom 8:15 AM to 11: 15 AM for the Morning Session and 12:30 PM to 3:30 PM for the afternoon session. There are no bodies of water. Firearms and other weapons are not allowed or stored on the premises of a childcare center. The childcare center is clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees, and visitors. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children are inaccessible. No poisons were observed. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. All toilets, hand washing, and bathing facilities are in safe and sanitary operating condition. All floors are clean and safe. All kitchen, food preparations and storage areas are kept clean, free of litter, rubbish, and free of rodents and other vermin. All storage containers for solid waste, including moveable bins, have tight-fitting covers that are kept on, and in good repair. Uncontaminated drinking water is readily available both indoors and out. Outdoor activity space surfaces are free of hazards. The areas around or under high climbing equipment, swings, slides and similar equipment are cushioned with material that absorbs a fall. The facility maintains compliance with staff-child ratios. Menus are posted where an authorized representative may view them. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements. There is a separate, complete, and current record maintained for each child enrolled in the childcare center. Each child's record contains a medical assessment. A licensee's failure to comply with the department\342\200\231s exclusion order after being notified of the order shall be grounds for disciplining the licensee. The department has inspection authority as specified in Health & Safety Codes. (Continued on LIC 809-C) The department shall notify a licensee to remove/bar any person with specified convictions or for other reasons. The licensee shall comply with the notice. The licensee shall not exceed the approved capacity of the fire clearance for the facility. No child(ren) shall be left without the supervision, including visual supervision, of a teacher at any time. Prior to working or volunteering in a licensed childcare facility, all individuals subject to criminal record review have obtained a clearance or criminal record clearance or exemption. Incidental Medical Services (IMS) is currently being provided. Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. Administrator was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Administrator was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the building was built in July of 2020, therefore the facility is not required to provide Water Lead testing results. LPA and Administrator discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, no deficiencies are cited. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
