What the inspector wrote

On 08/15/2023, Licensing Program Analysts (LPA) Nancy Her and Claribel Soto conducted an unannounced case management inspection and met with Center Director, Tiffany Barkowski. LPAs reviewed the reason of the inspection and a tour of the center was conducted both inside and outside. This is an increase of capacity application and applicant is requesting 48 preschool age children ages 2-6. This program will operate on a traditional school year from 08:00 AM to 11:15 AM & from 11:45 AM to 3:00 PM Monday through Friday. This program will operate in classrooms labeled #C and #B. 2 snacks will be provided since the program is only half day. Applicant is aware to contact the Fresno Community Care Licensing for a change in classrooms and/or change in capacity. Assembly Bill 2370, Chapter 676, Statutes of 2018 requires all Child Care Centers (CCCs) that are located in buildings constructed before January 1, 2010 to test their drinking water for lead contamination by January 1, 2023 and every 5 years thereafter. This facility is unsure as to when the building was constructed. Center Director is going to follow up. The classroom was observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. The shelving units are anchored to prevent tipping onto children in care. There are enough tables, cubbies, chairs, and plenty of toys for children to play. LPA also reminded Center Director to not store anything on top of high bookcases that could potentially fall on children. There are working combination smoke detectors and carbon monoxide detectors in classrooms, located on the ceiling. LPA reviewed with Center Director, Tiffany Barkowski, that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care. There is a restroom in the classroom B with two toilets and two sinks. There is a restroom in Classroom C with two toilets and one sink. Room measurements were taken and reviewed with Center Director, Tiffany Barkowski. The total inside preschool area measured to an approximate 1680 square feet which will accommodate the requested capacity of 48 preschool children at a time. There is adequate storage space available for children's belongings in the classroom. Center Director understands that children's equipment needs to match the capacity she is licensed for. Toys and equipment appear to be age appropriate. There is a total of 4 toilets and 5 sinks/hand washing fixtures which will accommodate the requested capacity of 48 preschool children. The approximate outside square footage for the preschool area is 21,418 which will accommodate the requested capacity of 48 Preschool Children. Licensee will share the playground and garden area with Washington Early Intervention preschool program and the Elementary Transitional Kindergarten Program. There is currently a waiver in place. There is shade available where children can rest and get water. LPA reminded Center Director, Tiffany Barkowski, to provide adequate supervision at all times. The fire clearance of 48 consisting of 48 preschool children was received on 07/31/2023. Fire clearance was approved by Kingsburg Fire Department Fire Prevention. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records.
