What the inspector wrote
On April 29, 2025, Licensing Program Analysts (LPAs) Meche Rosales and Aurelio Mendoza conducted an unannounced annual/random inspection of the preschool program. Upon arrival, LPAs met with Director Sabrina Corral and conducted a tour of the facility, including both indoor and outdoor areas.
The facility operates from 6:30 AM to 6:00 PM. All meals are prepared on-site in the facility\342\200\231s kitchen, and children eat in their respective classrooms. Weekly menus are posted in a location accessible to authorized representatives.
During the inspection, LPAs observed that all potentially hazardous substances\342\200\224such as poisons, disinfectants, cleaning products, and medications\342\200\224were stored securely and made inaccessible to children. No poisons were observed on the premises. The facility does not have a swimming pool or any other bodies of water, and no firearms or ammunition are permitted or stored on site. LPAs discussed the new pool safety requirements under Assembly Bill (AB) 2866, effective January 1, 2025, and informed the director of Provider Information Notice (PIN) 25-01-CCP, issued January 6, 2025.
Furniture and equipment throughout the facility were in good condition, free of sharp, loose, or hazardous parts. Outdoor play equipment was also in safe condition, and the outdoor area was well maintained and free of hazards. Adequate cushioning was present under climbing structures and slides to absorb falls. Restrooms and handwashing stations were clean and in good working order. Functioning carbon monoxide detectors were observed, and all floors were clean and hazard-free. Trash containers were in good repair with tight-fitting lids. Drinking water was readily accessible both indoors and outdoors, provided through drinking fountains, water jugs, and disposable cups.

The facility was operating within the licensed capacity and limitations. At least one staff member trained in CPR and Pediatric First Aid was present during operating hours and off-site activities. The Department had been notified of the current director and any fully qualified individuals designated to act in the director\342\200\231s absence. All children were under continuous visual supervision by qualified staff, and teacher-to-child ratios were maintained.
LPAs reviewed a sample of children\342\200\231s files and verified they contained required documentation, including emergency contact information and current medical assessments. Staff files reviewed contained health screenings, immunization records for influenza, pertussis, and measles, and proof of completed mandated reporter training.
LPAs discussed the Community Care Licensing Division (CCLD) website (

), which provides access to forms, regulations, Provider Information Notices (PINs), and quarterly updates. LPAs also reviewed reporting requirements outlined in Title 22, Section 101212. The director was reminded that all adults over the age of 18\342\200\224including employees and volunteers, unless exempt under Health and Safety Code Section 1596.871\342\200\224must have a criminal record clearance or exemption before being present in the facility. Violations may result in a civil penalty of $100 per day, up to five days\342\200\224or up to 30 days for repeat violations.
Lead testing requirements under AB 2370 were also reviewed. This law requires licensed child care centers built before January 1, 2010, to test their drinking and food preparation water for lead by January 1, 2023, and every five years thereafter. Facilities licensed after July 1, 2022, must complete testing within 180 days of licensure. LPAs verified that the facility completed the required lead testing in accordance with PIN 21-21.1-CCP. This facility provides Incidental Medical Services (IMS). LPAs reviewed the storage of medications and related supplies, and examined relevant children\342\200\231s, staff, and administrative records. The director was also informed of the MyChildCarePlan.org website, a consumer education resource that helps families find child care and connect with local Resource and Referral Agencies (R&Rs) across California.
An exit interview was conducted, and the report was reviewed in detail with Director Sabrina Corral. Appeal rights were provided. No deficiencies were cited during this inspection, in accordance with Title 22, Division 12 of the California Code of Regulations. This report shall be made available to the public upon request. A Notice of Site Visit (LIC 9213) was issued and is required to be posted for 30 days.
