Inspector’s narrative

What the inspector wrote

On 11/09/2021, Licensing Program Analyst (LPA) Juvenal Moctezuma conducted an announced prelicensing inspection and met with Administrator, Kristin Peterson. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on 7032 N. Blythe Ave in Fresno, CA. Kristin is requesting a preschool capacity of 85 preschool children. This program will operate year round from 6:30 AM to 6:00 PM Monday through Friday. This program will operate in classrooms labeled #1, #2, #3, #4, #5, & #6. Kristin has placed door bells on classrooms #4, #5, & #6 since they have direct access to the parking lot. Kristin understands that teachers will need to supervise children at all times so they don't open the doors and go out into the parking lot or street and make sure the door bells are always working during operating hours. Breakfast, lunch, morning & afternoon snack will be provided. The food will be prepped in the kitchen and delivered to the classrooms. There is hot running water in the kitchen. Kristin stated that the kitchen and staff lounge area will remain closed and inaccessible to children at all times. Staff will utilize the staff bathrooms located next to the children's bathrooms. Ill children will be isolated in the site supervisors office and will use the staff bathroom. The classrooms were observed to be clean and free of toxins. The cleaning items will be stored in a high cabinet above the children's sinks which will be inaccessible to children. Kristin stated that there are more cleaning supplies in the laundry room area which will remain closed and locked during day-care hours. LPA observed that the furniture and equipment appeared to be safe and in good condition. There is a teachers desk in every classroom and a changing table in classroom #3 & #4. LPA also reminded Kristin to not store anything on top of the children's cubbies that could potentially fall on them. Kristin understood. A working carbon monoxide is installed out in the hallway. Kristin stated that she will have a sanitation table in the reception area and stated that staff will do wellness checks every morning during drop off and take the children's and staffs temperatures every day. Report Continued Onto LIC 809-C Room measurements were taken and reviewed with Kristin. The total inside preschool area measured to an approximate 2,975 square feet which accommodates the requested capacity of 85 preschool children. There is adequate storage space available for children's belongings in each classroom. There are plenty of tables, chairs, & cots to meet the requested capacity. Kristin understands that children's equipment needs to match the capacity she is licensed for. Toys and equipment are age appropriate. The Cots will be stored in a shed out in the play area and will be brought in the classroom. Kristin stated that bedding/sheets get sent home to parents to get washed every week on Friday. Kristin stated that she has a washer and dryer on site and can wash sheets if needed. There are a total of 6 toilets and 12 sinks/hand washing fixtures which will accommodate the newly requested capacity of 85 preschool children. There are two changing tables in classroom #3 & #4 within arms reach of a sink & water fountain. LPA explained that these sinks cannot be used for any food prep. There are water faucets available in each classroom but due to Covid Kristin stated that they will have pitchers with disposable cups for children to use both indoor and outdoor. The approximate outside square footage for the preschool area is 7,491 which will accommodate the requested capacity of 85 Preschool Children. The preschool play area is gated and has its own age appropriate play structure & bike path area. Applicant is using poured rubber to cushion the fall zones. The play structure has a shade area that covers the whole structure. The shed will also be used to store children's toys and equipment. LPA reminded Kristin to provide adequate supervision at all times. A fire clearance for 85 preschool children was approved & granted by the Fresno Fire Department on 11/04/2021. This facility plans to provide Incidental Medical Services \342\200\223 IMS.
