What the inspector wrote

On 2/14/25 at 9:15 am, Licensing Program Analyst (LPA), Joseph Pacheco and CAB Office Technician (OT) Sandra Avalos conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPA and OT met with Facility Representative, Charlotte Miranda. Applicant is Fresno Unified School District and they are requesting to be licensed for 30 preschoolers ages 2-5 in classrooms Toddler Room and Preschool Room. Facility will operate year round. Hours of operation will be Monday - Friday 7:00 am – 5:30 pm. The Child Development Center is a separate building from the Cesar Chavez Adult School building on the same premises. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Representative that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Representative stated that they will be in a upper cabinet in the staff break room which is located between the two classrooms and is inaccessible to children. A fully equipped first aid kit is located in nurse’s office located in the main building and in the cabinet of each classroom and in the Site Supervisor's office. There is an operational carbon monoxide detector on site located in each classroom. All required licensing documents were observed posted in the entry area of each classroom. Children will be signed in and out electronically through the Learning Genie app. Facility has a paper back up in case the app is not working. LPA and OT continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured to an approximate 1,311 square feet which is sufficient to accommodate the requested overall capacity of 30 preschool children. LPA and OT observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via water igloo and disposable cups. Water comes from the filtered water system inside the main building. LPA and OT observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 1/30/25 by the Fresno Fire Department. LPA and OT observed a total of 4 sinks and 2 toilets available for children’s use which will accommodate the requested capacity of 30 preschool children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the Site Supervisor’s office and they will use the staff bathroom. CONTINUED ON LIC809-C Facility will provide breakfast, lunch and an afternoon snack. Food will be prepared off-site at Fresno Unified School District nutrition center and delivered daily. No food is stored at the facility. The facility currently has a fully fenced playground area. Wrought iron fencing is at least four feet high. The total square footage for the outdoor activity space is 3,541 square feet which is sufficient to accommodate the requested capacity. Shade is provided via two shade umbrellas. Mature trees will provide additional shade. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. No high climbing play structure was observed. LPA and OT observed the ground to consist of grass, concrete and rubber cushioning tiles. Drinking water is available via an igloo jug and paper cups. LPA observed all hazardous items on the playground to be inaccessible to children. Facility Representative, Charlotte Miranda was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Staff are fingerprint cleared as a condition of employment through Fresno Unified School District. This facility plans to provide Incidental Medical Services – IMS. Exit interview conducted and report was reviewed with Facility Representative, Charlotte Miranda.
