What the inspector wrote

On 2/6/2025 Licensing Program Analyst (LPA) Brandon Tate conducted a Case Management visit to request information pertaining to the licensed facility. LPA Tate was met by Licensee Birdie Aranda. A census was taken of 1 child in care today. LPA Tate requested Facility Rosters of the past 3 years. Licensee Aranda stated she would search her files and send the records to LPA Tate via text or email by 2/10/25. During the tour of the home, LPA Tate was denied access by Licensee Birdie Aranda, who stated that they did not want the LPA to inspect the interior of the home. LPA Tate reminded the licensee of the Department\342\200\231s inspection authority and explained that, although certain areas may be restricted for children, Licensing still holds the authority to inspect the entire home, The licensee acknowledged this, but still refused to allow the LPA to conduct the inspection. This denial of entry obstructs the Department\342\200\231s inspection authority, posing an immediate threat to the health, safety, and personal rights of persons in care. Per Title 22, Division 12, of the California Code of Regulations, the following deficiency is being cited: (see next page). Licensee was provided appeal rights. LPA Tate informed licensee Birdie Aranda that this report dated 02/06/2025 documents 1 Type A citation which shall be posted for 30 consecutive days as there is an immediate risk to the health, safety, or personal rights of children in care. Also, LPA Tate informed the licensee to provide a copy of this licensing report dated 02/06/2025 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. A copy of the Fact Sheet - Child Care Parent Notification Requirements and a copy of LIC 9224 Acknowledgement of Receipt of Licensing Reports was given to Licensee. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days. Exit interview conducted and report was reviewed with licensee Birdie Aranda.

    Based upon observations made during the inspection it was observed by LPA Tate that licensee had not completed mandated reporter training that adheres to AB1207. which poses a potential health, safety or personal rights risk to persons in care.
