What the inspector wrote

On 2/6/2025 Licensing Program Analyst (LPA) Brandon Tate conducted an Annual Random inspection. Upon arrival, LPA Tate was met by Licensee Birdie Aranda. LPA Tate explained the reason for today\342\200\231s visit. The licensed facility was inspected inside and outside. Guardian background clearances were verified and discussed with licensee. Record review showed a current fire clearance. A census was taken of 1 child in care today. Days and hours of operation are Monday through Friday from 0730 to 1730 hours. LPA Tate inspected the licensed facility\342\200\231s indoor activity space and upon record review of the facility sketch, it was known that the back yard, day care room, bedroom and bathroom are accessible to children. Inaccessible areas were off limits and made inaccessible by use of doorknob spinners. LPA Tate observed age-appropriate toys for children in care. The facility was maintained to regulatory standard cleanliness and LPA Tate did not observe any hazards or sharp objects that could potentially harm children in care. There was a functioning smoke alarm, carbon monoxide alarm and fire extinguisher. LPA Tate inspected the restroom and observed the restroom to be clean and sanitized. There was a functioning sink and toilet within. LPA Tate did not observe any hazards that could potentially harm children in care within the restroom. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible to children in care. Licensee Aranda stated there are no firearms within the home. The outdoor activity area was inspected by LPA Tate and age-appropriate toys were observed during today\342\200\231s inspection. The outdoor play area was fenced. There is no swimming pool or other bodies of water on the premises. Play structures were free from rust and debris. There were no sharp or protruding objects observed. All play equipment was functional, and no rust was observed. A thorough file review was conducted on staff and children\342\200\231s files. LPA Tate reviewed a sample of children\342\200\231s files, and they were complete with necessary emergency contact information and all required forms were present and complete. LPA Tate conducted a file review for staff and observed all training to be current except the mandated reporter training that adheres to AB1207. This poses a potential health, safety, or personal rights violation to persons in care. All other staff files were complete with necessary forms and signed appropriately. Licensee Aranda was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, the following deficiency is being cited. (See LIC809-D) Appeal rights were given. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with licensee Birdie Aranda.

    Based upon observations made during the inspection it was observed by LPA Tate that licensee had not completed mandated reporter training that adheres to AB1207. which poses a potential health, safety or personal rights risk to persons in care.
