Inspector’s narrative
What the inspector wrote
Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced Annual/Random inspection and met with Licensee Isabel Vazquez. Also present were the licensee’s husband, who assists in providing care, and the licensee’s adult daughter. The licensee is Spanish speaking, and LPA Mendoza provided interpretation. The facility operates Monday through Friday from 7:30 a.m. to 5:00 p.m., with flexibility offered to accommodate families’ schedules.
LPA conducted a tour of the home, both inside and outside, and a census was taken. LPA reviewed the current facility sketch and verified that the kitchen, dining room, family room, daycare room, bathroom inside the daycare room, hall bathroom, and backyard are used for providing care and accessible to children. All other rooms are off-limits and made inaccessible using baby gates and doorknob spinners.
No swimming pool or bodies of water are present on the premises. The licensee stated there are no firearms or ammunition in the home. All poisons are kept in a locked storage area, and none were observed during the inspection. Detergents, cleaning compounds, medications, and other hazardous items were stored inaccessible to children.
There are no fireplaces or open-face heaters observed. The home is equipped with a functioning fire extinguisher, smoke detector, carbon monoxide detector, and has adequate heating and ventilation.
This is a two-story home, and stairs are barricaded by a wood door when children under age 5 years old are present. Safe toys and play equipment were observed. The home has working telephone service, and LPA confirmed the phone number.
The licensee ensures that children in care are supervised at all times and is aware that children shall not be left in parked vehicles. The outdoor play area in the backyard is fenced, and no hazards to children were observed. Capacity as specified on the license is being maintained.
LPA reviewed a sample of children’s files and observed that files were complete with the required emergency information. Licensee’s Mandated Reporter Training is valid through 05/13/2027. Licensee’s pediatric CPR/First Aid certification expires on 11/28/2027. A review of records indicates that all employees and/or volunteers have immunization records on file for influenza, pertussis, and measles.
LPA discussed the Community Care Licensing website
www.ccld.ca.gov
, which provides access to resources such as forms, regulations, Provider Information Notices (PINs), and Quarterly Updates. LPA also discussed Reporting Requirements as outlined in the regulations (Section 102416.2).
The licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum per day for a maximum of 5 days, or for a maximum of 30 days per person if the penalty is for a repeat violation, will be assessed if this regulation is violated.
LPA discussed safe sleep regulations with the licensee and reviewed the Child Care Licensing Safe Sleep webpage at
https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep
as an additional resource. LPA also informed the licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at
https://www.cpsc.gov/
and recommended that all infant devices be registered with the CPSC to receive recall notifications.
This facility provides Incidental Medical Services (IMS). LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information, see PIN 22-02-CCP. The following information regarding ADA was provided: U.S. Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice) or (800) 514-0383 (TTY), and the publication “Commonly Asked Questions About Child Care Centers and the ADA,” available at:
https://www.ada.gov/resources/child-carecenters/
.
The licensee was informed of the MyChildCarePlan.org website, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
