Inspector’s narrative

What the inspector wrote

On 01/27/2026, Licensing Program Analyst (LPA) Lady Cabrera conducted an unannounced case management inspection. LPA toured the facility, and a census was taken. The purpose of today's inspection was to discuss an unusual incident that occurred on 12/30/2026 that was reported to Child Care Licensing Division that same day, in which Child 1 was standing next to the baby gate separating Day Care Room 1 and Day Care Room 2. Licensee was present when Child 1 was standing next to the gate. Licensee turned to the other children and heard a sound coming from the gate that separates the Day Care Room 1 and Day Care Room 2. Licensee immediately responded to the child and observed an open cut above right side of the eyebrow. Licensee applied first aid. Licensee immediately notified the parent of the incident. Shortly, Parent picked up the Child and transported Child to be medically evaluated. Child received two stitches on above right side of the eyebrow. Parent reported child did not have restrictions and returned the Child to day care on the same day. During the case management inspection, LPA interviewed Licensee and interviewed the Child regarding the incident. The Child reported doing flips and hit the bottom of the gate. LPA observed the area of the gate the child pointed at and it was smooth with no sharp edges. Licensee reported she redirects the children when children are near the gate and doing flips inside the day care. LPA determined that Licensee took appropriate measures to address the above incident. This appears to be an isolated incident and reporting requirements were met as well. Based upon information that was obtained it is determined that there were no violations of CCL regulations. No further action is required at this time. Per Title 22, Division 12, of the California Code of Regulations, no deficiencies are cited. A Notice of Site Visit was given and must remain posted for 30 days. Exit interview conducted with Licensee Martina Rangel and a copy of the report and Appeal Rights were given and discussed.
