What the inspector wrote

On 02/04/2025, Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced Annual/Random Inspection at Weihua Chen\342\200\231s family childcare home, which operates Monday through Friday from 7:30 AM to 6:00 PM. LPA toured the indoor and outdoor areas with the licensee, took a census of children, and noted the presence of the licensee\342\200\231s assistant. The accessible areas for daycare children include the living room, dining room, hallway restroom, and backyard. The remainder of the home is off-limits and secured with child safety devices. As this is a two-story home, a safety gate is required at the bottom of the stairs when children are present. LPA confirmed the facility sketch matches the accessible areas. No in-ground pools were observed however a small wading pool was noted, propped empty against the fence; LPA provided guidance on safe water play practices. Additionally, LPA discussed new pool safety requirements under AB 2866, effective 01/01/2025, and informed the licensee that a Provider Information Notice (PIN) was issued on 01/06/2025 - PIN 25-01 CCP. The licensee confirmed no firearms or ammunition are on-site. Poisons are stored in a locked area, and hazardous materials are inaccessible. The home\342\200\231s fireplace is screened and unused during daycare hours. LPA observed a functional fire extinguisher, smoke detector, and carbon monoxide detector, along with adequate heating and ventilation. Safe toys and play equipment were present, and the fenced backyard was hazard-free. LPA verified a working telephone and confirmed the licensee\342\200\231s phone number is (415) 919-9076 . (Continued on LIC809-C) The licensee was informed about MyChildCarePlan.org and a possible survey regarding the inspection process. Children\342\200\231s files were complete with emergency information. The licensee\342\200\231s Mandated Reporter Training expires on August 2025 and CPR/First Aid certification is valid through June 2025. Immunization records for staff and volunteers were reviewed and found compliant. LPA reminded the licensee that children must always be supervised and cannot be left unattended in vehicles. The Community Care Licensing website ( www.ccld.ca.gov ) was highlighted as a resource for regulations and updates. Criminal record clearance requirements were reviewed, emphasizing penalties for violations. Any individual aged 18 or older residing or working in the home must have a criminal record clearance or exemption before being present in the facility. Failure to comply may result in a civil penalty of $100 per day, up to a maximum of $3,000 for repeated offenses. Safe sleep regulations were discussed, and LPA provided the link to the Child Care Licensing Safe Sleep webpage. Licensee was advised to check the U.S. Consumer Product Safety Commission ( www.cpsc.gov ) for recalled infant products. The Incidental Medical Services (IMS) policy was discussed, directing the licensee to PIN 22-02-CCP for details. Information regarding the Americans with Disabilities Act (ADA) was provided, including the DOJ\342\200\231s toll-free ADA Information Line and relevant online resources. An exit interview was conducted, and LPA verified no Registered Sex Offenders reside at the facility. Per Title 22, Division 12 of the California Code of Regulations, no deficiencies were cited. The licensee received Appeal Rights and was instructed to post the LIC 9213 Notice of Site Visit for 30 days. This report is available to the public upon request. (End of Report)
