Facility-requested visit·March 21, 2025

On 3/21/2025, Licensing Program Analyst (LPA), Norma Lomeli conducted a capacity increase inspection from a Small Family Child Care Home to a Large Family Child Care Home. Present at time of inspection was licensee and six day care children who were napping on mats. Licensee, her husband and four minor child reside in the home. Verified licensee\342\200\231s CPR and First Aid was completed through EMS Safety with Emergency Medical Services Authority stickers (EMSA) and expires on 9/2/2026. Licensee\342\200\231s Assistant, Gabriel Castillo completed the training through EMS Safety with Emergency Medical Services Authority stickers (EMSA) and expires on 2/6/2026. Background criminal record clearances are verified and discussed, and LIS 531 is signed indicating that the adults living in the home and/or providing care and supervision to children have a criminal record clearance or exemption. Fire clearance was granted on 2/25/2025. A tour of the home, inside and outside, as shown on the facility sketch, was conducted and the following was discussed and/or observed: Fire clearance was received on 2/27/2025. Fire pull alarm is located on the home\342\200\231s hallway wall. LPA observed children size furniture, safe toys and books for the children. There is a parent\342\200\231s board that is located on the right wall of the home\342\200\231s entry way. Licensee states she does not have weapons, firearms, ammunition or poisons in the home. LPA did not observe bodies of water in the home or premises. Facility has 2A10 BC fire extinguisher located on top of the refrigerator. There is a functioning carbon monoxide alarm, working smoke alarm and first aid kit in place. Licensee is advised at least one staff member with current training in pediatric first aid and pediatric CPR is to be on site at all times children are present. (Continued on LIC809-C): Licensee is advised that smoking is prohibited on the premises of a family child care home as specified in Health and Safety Code Section 1596.795(a). Licensee states the home is smoke-free. Licensee states she does not transport day care children. Licensee understands that she must have proper restraints and/or car seats for all the children under her care when transporting children. Required items are posted in the Child Care Home where parents may easily view. During visit capacity worksheet was provided and discussed. Licensee completed the Mandated Reporter Training on 1/8/2024. Licensee\342\200\231s Assistant completed the training on 12/21/2023. Licensee is advised Fresno Community Care Licensing Department has inspection authority and can inspect all rooms in the home, garages and/or separate dwellings on the premises. Licensee is advised it is her responsibility to read and maintain the family child care home incompliance with Title 22 Regulations. Title 22 Regulations can be found at www.ccld.ca.gov . Licensee informed LPA she would like to make her backyard accessible to the day care children. LPA inspected the backyard during today's inspection and observed a cemented and a sodded yard for the day care children. There is a KidCraft slide play structure. There is patio furniture, two portable tower heater, a masonry fireplace that will not be using during day care hours, a built in masonry barbecue grill and a compact refrigerator. The backyard side runs are inaccessible to the day care children by the use of a black wrought iron fence. LPA observed on the left gated side run a dog in his dog house, two utility ladders and other miscellaneous items. The right gated side run of the home has a hauling trailer and waste containers. LPA observed the backyard is incompliance with Title 22 Regulations and can be utilized by the children in care. Licensee states she will have 100% visual supervision of the day care children when playing outdoors (Continued on LIC809-C): LPA & licensee discussed the Community Care Licensing website: LPA and licensee discussed new additions to the website that include the new PIN (Provider Information Notification) and information for providers including the Quarterly Update that informs licensees of new legislation and regulations. Please follow these steps go to http://www.cdss.ca.gov/ , click on \342\200\234information and resources\342\200\235 click \342\200\234Community Care Licensing\342\200\235 Click \342\200\234quarterly updates\342\200\235 click \342\200\234Child Care advocates program\342\200\235 and register to PIN. Licensee states her hours of operation are Monday through Friday from 5:00 AM to 5:00 PM and as arranged. Licensee advised she does not provide care for more than 24 hours. Licensee is advised she may access forms and updated information on the CCLD website at www.ccld.ca.gov . The home meets the description of a safe and healthy environment for children as described in Chapter 3, Division 12, Title 22 of the California Code of Regulations and is adequate for a Large Family Day Care Home (LFDCH). Licensure as a Large Family Day Care Home capacity of 14 children will be recommended effective 3/24/2025. During exit interview, LPA observed licensee post the Notice of Site Visit on parent\342\200\231s board and understands it must remain posted for 30 days and retain evaluation report for 3 years.
